The position holder will contribute to the following objective of the Operation Department:
- Context awareness: Monitor country emergency context and prepare situational reports
- Emergency response: Function as Head of Project and/or Head of Base during new emergencies
- Provide on-site and remote gap fulling support to the projects/programs
- Continues updating and operationalization of the Action Against Hunger’s Emergency Preparedness and Response Plan (EPRP)
Additionally, the position holder, under the supervision and guidance from Country Director and Deputy Country Director, is expected to support and coordinate developing high quality funding proposals and concept notes in line with donor regulations and Action Against Hunger’s internal processes, policies and guidelines.
Commit to abide and promote the organization’s Charter of Principles, Code of Conduct, ethical policies (Safeguarding, Harassment, Anti-Bribery, Fraud, Corruption, etc.), sectorial policies and security protocols.
Key activities in your role will include
Objective 1: Emergency Response
- Monitor humanitarian context in the country
- Lead emergency needs assessment and preparation and dissemination of situation reports in coordination with the CD.
- Take the lead in setting-up new offices for emergency response in coordination with other departments
- Direct oversight in the planning, managing, supervising, and implementation of the assigned project(s) in coordination with the sectorial referents and Technical Coordinator and other departments in a timely manner.
- Ensure projects are implemented in line with donor guidelines and Action Against Hunger standards
- Lead and/or support the writing of quality proposals and reports
- Ensure mainstreamed cross-cutting issues in the planned activities in coordination and consultation with the Technical Leads and other departments
- Development and organization of adequate monitoring and evaluation of all the activities in coordination with the technical leads
- Act as Head of Base (OiC) in the absence of Head of Base during emergencies to manage the overall operation/coordination and security management in coordination with Head of Departments
Objective 2: Emergency preparedness and gap filling support (non-emergency context)
- Provide on-site and remote gap fulling support to the projects/programs at the field level in coordination with Deputy Country Director
- Review/update and operationalize Action Against Hunger’s Emergency Preparedness and Response Plan (EPRP) on regular basis
- Analyse lessons learned and good practices from each emergency response operations and contribute to mission strategy to enhance humanitarian-development, nexus strategy.
- Train and strengthen emergency response capacity of staff
- Support Senior management Team members in discussions /negotiations with donors/stakeholders
Objective 3: HR/Finance/logistic management (Emergency context)
- Ensure the supervision and control of expenses related with the activities of the project(s) (procurement planning and close monitoring and feed backing on Financial Management Tool).
- Coordinate the budget forecast and follow up and participate in the design of new budgets.
- Ensure the application of the Log Kit forms and procedures pertaining to the supply chain, procurement, transportation/movement, and warehousing.
- Proper planning and management of assigned staff and conducting regular performance assessment of the staff managed directly.
- Comply with HR policies and systems established in the mission.
- Comply with the necessary branding and communications guidelines of the organization.
- Work with relevant departments in monitoring and following through of attaining the agreed objectives.
- Ensure to foster conducive working relationships within the team, and a collaborative environment for the project.
- With proper conflict management skills, ensure open communication and quick action to potential team issues/concerns.
- Adhere to the Mission Reporting system and submit the reports requested on-time
Objective 4: Representation and Coordination
- Holding regular meetings with the project staff and attending mission management team and preparing minutes of meetings
- Provide data and information/inputs for any communication-related activities to Communications Department
- Participate at technical level in negotiations with external actors and donor as requested
- Support the mission in identifying possible partners in the Philippines to be engaged in projects/programs
- Ensure project(s) related information is shared with cluster in coordination with technical leads
- If needed, represent the organization in relevant working groups/clusters in sectors the project works into and echo results the coordination team
- Ensure regular updating to coordination team of project activities, meetings attended, partnerships formed, and other relevant activities
Objective 5: Safety and security
- Ensure staff safety and security in line with Action Against Hunger’s safety and security protocol and policies and reports incidents to Logistic coordinator and Country Director
- Monitor, analyse security context and report to line manager and security focal person in Manila
- Adhere to the Mission Security Reporting system and submit the reports requested on-time
- Respect the Security rules of Action Against Hunger and coordinate with logistics coordinator
- Report any security or other incidents in the field that may interrupt project activities directly CD and Logistic coordinator
- Ensure the respect and compliance of the mission security rules by the team
- Support the implementation, revisions and drawing protocols of the security management and business continuity plans
Do you meet the profile required criteria?
- Bachelor’s and/or Master’s degree in Humanitarian Action, International development or any related field (social sciences, law, economics etc.)
- Desirable: Specialised courses/training in project management (emergency and development), project financial management, monitoring and evaluation, cross-cutting issues (gender, HR, protection).
- Project cycle management, including budget management and financial planning
- Familiarity with emergency and development donor’s regulations and guidelines
- Proposal writing (in English), with good command of the logical framework approach and theory of change
- Drafting of donor reports in English as well as other communication documents for accountability purposes.
- Experience in partnerships and stakeholder management.
- Capacity building and/or strengthening processes. Knowledge of gender mainstreaming, human rights, protection in proposals and projects.
- At least 5 years’ experience in project management in similar positions
- Demonstrable project formulation experience
- Emergency response preparedness and operation
- Desirable working experience in projects financed EU/ECHO, USAID/BHA, UN agencies, GAC, SIDA, Startfund
- Knowledge of, commitment to and respect for the Humanitarian Principles Understanding humanitarian context and coordination structure in the Philippines
- Advanced command of computer tools and Microsoft Office package Desirable Knowledge in the use of tools that ensure innovation and quality in work management (Kobo, PowerBi).
- Advanced level written and spoken English
- Experience in promoting gender equality and gender mainstreaming in humanitarian projects as well as personal commitment to gender equality and sexual diversity
