Job Title: Emeregncy Officer

Duty Station: Port Sudan ( Roving to other DRC areas)

DRC Sudan

DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan and Madani. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

The overall purpose of the role:

The emergency response officer is responsible for supporting the DRC emergency response program, including, day-to-day monitoring and supervision and the delivery of project activities in the field. The position will support in facilitating relations between DRC and local and affected communities in the implementation of the project activities

Responsibilities and Tasks

Responsibilities:

To achieve the overall and specific position’s objectives the job holder’s tasks and responsibilities include, but are not limited to:

Program management

  • Plan, and implement the DRC emergency response activities to comply with the project’s objectives, targets, indicators, and timelines.
  • In coordination with the team leader, lead site level assessments, data collection, data analysis, and referrals.
  • Conduct Multi-Purpose Cash assistance (MPCA) distributions following DRC MPCA SOP.
  • Carry out capacity building and training initiatives for the targeted community’s fostering community governance in the site.
  • Lead information sharing and communication with communities’ activities emphasizing to increase communities’ knowledge about available services and DRC activities at the area level.
  • Maintain the work plan of the project implementation.
  • Ensure emergency response activities are implemented in compliance with set of DRC program quality standards including protection mainstreaming.
  • Ensure compliance with current & proposed projects within the scope of the DRC program department.
  • Accountable for program progress against targets and quality.
  • Maintain clear communication with project staff, support service staff, other humanitarian partners, and local authorities at the field level.

Program management

  • Management of the DRC emergency portfolio in the area in line with the project’s objectives, targets, indicators, and timelines.
  • Oversee program quality of current and proposed projects.
  • Approve spending on allocated program lines and ensure accurate budget management and oversight
  • Ensure compliance with current & proposed projects within the scope of the DRC program department
  • Accountable for program progress against targets and quality
  • Develop clear lines of communication between project staff, support service staff, other humanitarian partners and authorities

Monitoring, and evaluation

  • Ensure accurate and timely internal and donor reporting
  • In close coordination with Emergency Response Manager and Emergency Response Team Leader, develop program monitoring tools
  • Conduct quality control and site monitoring to ensure that services provided are according to standards
  • Ensure Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Continuously update project documentation and files
  • Explore new businesses and partnerships within the area of implementation
  • Work closely with the Emergency Response Manager, Area/Base Manager, and the Grants unit to develop quality proposals, concept notes, and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessments of the situation in the event of an emergency in collaboration with other stakeholders to address related problems
  • Coordinate DRC’s emergency response with the other sectors operating in the area, including protection, Economic recovery and WASH
  • Ensure integrated and area-based approach to the humanitarian response, geographically and by sector, as appropriate

External coordination and representation

  • Represent DRC to relevant national authorities, upholding DRC mandate and promoting the organization’s objectives at all times
  • Represent the emergency program with other humanitarian actors and relevant humanitarian coordination mechanisms
  • Share relevant project information with stakeholders, in line with the DRC data protection policy
  • Participate in relevant coordination meetings

Reporting

  • Provide regular written and verbal weekly/monthly reports to the Emergency team leader on the progress of activities.
  • Develop and maintain weekly, and monthly plans and written comprehensive records of emergency response activities undertaken in the project including site visits and reporting of work progress
  • Ensure that both the hard and soft copies of all activity reports are archived on the server and/or uploaded onto online platforms for information management as relevant.
  • Ensure that all information or data shared upholds the principle of data protection and confidentiality.

Operations

Coordinate the planning and implementation of emergency response activities with support functions.

Minimum Qualification, Skills and Experience Required:

Experience and technical competencies: (include years of experience)

  • At least 2 years’ experience in a project/ program management role (experience in emergency and general food distribution is a must)
  • At least 1 years’ experience with people management
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation
  • Experience in working in complex emergencies or challenging security settings like Red Sea/Gadaref and within security management frameworks.
  • Calm and diplomatic in nature.
  • Ability to produce timely and high-quality reports
  • Full professional proficiency in English and Arabic

Language: (include certificates, licenses etc.)

  • Fluent in English (both oral and written)

Fluency in written and spoken Arabic is mandatory

Contract length: 5 months

Level: Non- manager

Salary range: 1026-1156 USD

Location: Port Sudan

Expected Start date: As soon as possible
