Role Purpose:

Strategic/operational planning, supervision/implementation of emergency response projects which are implemented in Syria including the food security, agriculture, and NFI activities, ensuring the achievement of the sectors’ objectives within the vision and mission of the organization, Ensure integration with other programs and sectors running projects in the correct form, following up on budget disbursement as planned, ensuring documentation and implementation in accordance with management and donor requirements and submitting periodic reports to them in a transparent manner, in writing. Develop Project proposals to the emergency response program and the ability to lead the team and manage remotely. She/He will also be responsible for providing the technical support required for the projects and conducting an assessment of the needs of local communities in addition to the technical design of projects proposals for the program and providing technical guidance to field teams and coordination for all project activities. Ensuring problem-solving, evaluation and development of work teams. Building new relationships with new partners and donors, and enhancing communication with existing partners. Develop program technical procedures, manuals and policies in line with international and humanitarian standards. Representing TAS in all the meetings, Workshops, Clusters, and sub-cluster.

KEY RESPONSIBILITIES:

1. Contribute to building and developing the institution’s strategic plan related to the FSA and NFI sectors.

2. Work to develop the program and prepare interim and annual plans for activities and projects related to Food security, NFI and Agriculture.

3. Building partnerships with potential donors to serve the program’s plan.

4. Follow up and monitor the progress of the implementation of projects and ensure the quality of the work completed and create work plans in accordance with the objectives of each project and the schedule set for them.

5. Ensure documentation files (workers – project activities) are appropriately preserved in all project phases and forms used in accordance with the requirements of the institution/donors/partners.

6. Preparing all required reports related to the project/program manager/donors/partners

7. Follow up and exchange information on a regular basis in everything related to the implementation of the project with the program director and the field teams and cooperate with the relevant stakeholders in the institution (programs – logistics – monitoring and evaluation) to implement the project activities.

8. Writing project proposals related to the Food security, NFI and Agriculture.

9. Designing food, non-food and agricultural baskets and technical requirements in projects according to humanitarian and international standards

10. Appointing and interviewing the selection of project personnel and directing appropriate support after the appointment.

11. Effectively represent the institution in relevant workgroups, stakeholders, and coordination meetings as needed.

12. Maintain a positive, continuous and clear presentation of the institution, and maintain the building and developing good relationships with partners, local authorities, and stakeholders.

13. Work closely and build partnerships with agencies and organizations in related areas of cooperation.

14. The ability to assess the community’s needs and requirements in relation of camps.

15. Contribute to Conduct integrated assessments of the needs of integrated and multisectoral projects.

16. Designing appropriate vulnerability criteria for selecting beneficiaries in the area and ensuring community participation and transparency.

17. Providing trainings and workshops for the organization’s team within the specialization.

18. Solve problems and challenges within projects and work teams.

19. Effectively manage program grants with stakeholders and donors.

20. Contribute to developing plans and studies for projects that achieve integration between the Food security, NFI and Agriculture. sector and the rest of the institution’s sectors.

21. Building new relationships with new partners and donors and enhancing communication with existing partners.

22. Develop program technical procedures manuals and policies in line with international and humanitarian standards.

23. Performing any other tasks assigned to him by the direct supervisor within the specialty.

24. Adhering to the organization’s code of conduct.

25. Ensuring that accountability and safeguarding procedures are adhered to and followed, and that any observation is reported.

26. Preserving the dignity of the beneficiaries and not causing any harm.

27. Respect and apply all principles of protection from sexual exploitation and abuse and the child protection policy, and the obligation to report any incident of sexual exploitation or abuse or any breach of the protection policy.

28. Adhere to all Takaful Al Sham organization policies and abide by administrative orders and disciplinary procedures in the event of any violations.

29. A pledge to abide by the zero-tolerance policy adopted by the Takaful Al Sham organization in cases of sexual exploitation and abuse, and immediate reporting in the event of any violation in this regard.

QUALIFICATIONS AND EXPERIENCE:

• Bachelor’s degree or equivalent

• Experience for at least 5 years in Program management in non-profit organizations.

• At least 3 years of experience in Food security, NFI and Agriculture interventions.

• High knowledge and experience in CVA, Cash, and Value chain mechanism

• High technical experience in agriculture and irrigation techniques.

• Experience in preparing technical procedures and manuals.

• Adequate knowledge in the context of camp, and other communities.

• Proficiency in writing funding proposals, preparing budgets, and operational plans for projects.

• Very good knowledge of international donors’ terms and requirements to comply with them.

• Adequate experience in writing funding proposals, project life cycle, and preparing periodic and progress reports.

• Proficiency in working on MS Office 365 software package.

• The ability to lead teams, direct and coordinate, follow-up, initiate and develop.

• A very good level of effective presentation, presentation, and communication skills (orally and in writing).

• Excellent level of reading, writing, and speaking English.
