In this regard, the ER Specialist at CO reports to the Program Manager to take the lead on the emergency operation of Plan Indonesia at the field level, together with ERT members. The ER Specialist is responsible for reviewing, monitoring, and managing the ER projects and GRDPHR program and expenditures, including managing the human resources & administration activities in her/his team. S/he will lead the ER advocacy in humanitarian clusters/networks and publication for ER project and ensure quality reporting for donors, government, program participants, and the public. The ER specialist will also lead the preparedness activities based on the program’s theory of change (TOC): build capacity within Plan Indonesia and partners to be ready to respond, promote local leadership and partnership, and develop contingency planning at priority working areas. S/he will promote the nexus approach of ER and development program within Plan Indonesia and its scalability to donors and governments.
Dimensions Of The Role:
The ER specialist will be responsible for designing and conceptualizing projects in preparedness and humanitarian, providing advisory to the County Leadership Team (CLT), Country Management Team (CMT), and HRP team in the development context of resilience in humanitarian, including its nexus to humanitarian -development, as well as providing suggestions and innovative insight for program development and resource mobilization both local and international.
Key responsibility areas are as follows:
- Program planning, design, and development: design and plan projects under the preparedness and humanitarian thematic area and liaise with the Business Development Unit and Fundraising Department for resource mobilization, aligning the project design and implementation with Plan International principles of gender transformative.
- Oversight of project implementation: ensuring quality need assessment process and reports, relevant response planning, innovative ways and approach in the implementation of ER project and GRDPHR program by providing technical and content thematic support to ERT members to maintain the quality of appropriate technical outputs as per the country priority and AoGD; ensuring effective measure to comply with Plan International and donor policies and guidelines.
- Advocacy and influencing: lead the advocacy and influencing of Plan Indonesia’s thematic area of expertise to inform policies, enrich CSOs discussions and public opinion, contributing to the effort to build Plan Indonesia’s thought leadership in child rights and girls’ equality in the context of preparedness and emergency.
- Support in content analysis in reporting and knowledge management: support the development of situation reports, project reports, evaluation, and monitoring; participate and contribute to the reporting process at the country level to document lessons learned and any knowledge products for information sharing and advocacy.
Accountabilities:
Program Planning, Design, and Development:
- Support in developing project concept notes or proposals under the preparedness and humanitarian program area, liaise with the Business Development Unit and Fundraising Department for resource mobilization for targeted donors.
- Lead and support the rapid need assessment (RNA) process and produce quality RNA reports and response planning.
- Provide supervision and technical advisory during preparedness and humanitarian program/project development and acquisition process in accordance with humanitarian standards.
- Align the project’s design and implementation with Plan International principles on gender transformation, Program and Influencing Quality Performance (PIQP), and Plan’s ER manual.
- Maintain and provide disaster hotspot data and analysis, which provide anticipation measures to respond before crisis strikes.
Oversight of the thematic content of project implementation:
- Provide oversight and technical inputs to the preparedness and humanitarian project implementation to ERT members/team leaders and in coordination with Area Implementation Managers and Program Managers to ensure the nexus.
- Support the logistics system of the preposition stocks for preparedness and humanitarian.
- Lead in the implementation of the disaster preparedness process (DPP) action plan in coordination with other divisions as part of the internal ready to respond policy.
- Support the monitoring of technical outputs and quality assurance of projects to ensure the quality and governance of mobilization of goods and services to support project activities.
- Support the development of project risks and mitigation strategy and feedback mechanism as identified by ERT members/team leaders and program participants, plan for measures, and keep updating the Project Risk Registries.
Advocacy and Influencing:
- Support the advocacy and influencing of preparedness and humanitarian thematic area of expertise to inform policies, enrich CSOs discussions and public opinion, contributing to the effort to build Plan Indonesia’s thought leadership in child rights and girls’ equality in humanitarian.
- Identify opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as UN Agencies), and development partners on preparedness and humanitarian and its nexus.
- Participate in Plan Indonesia and PII global and national campaigns and work with strategic partners on preparedness and humanitarian
- Participate and represent Plan Indonesia in national and international humanitarian platforms or clusters should this opportunity arise
Knowledge Management:
- Provide a technical overview to ensure the quality of periodic reporting requirements (quarterly and annually) as per Plan Indonesia’s and donor’s reporting schedule.
- Monitor the emergency by periodically developing situation reports in collaboration with communication teams.
- Provide oversight to monitor the quality of project implementation as in monitoring tools in the M&E Framework, ensuring the quality of the relevant studies such as baseline, midline, and end-line reporting processes for ensuring the feedback loops.
- Support planning and coordinating the development of quality knowledge products as part of learning and strengthening Plan Indonesia’s thought leadership in preparedness and humanitarian.
- Ensures quality document keeping, retrieval, and sharing standards.
Networks, partnership, and Learning:
- Establishes good practice of partnership management (government, CSOs, and young people networks) aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance.
- Support in coordinating preparedness and humanitarian Programs in ensuring alignment with government stakeholders (BNPB, BPBD, and relevant agencies) such as contingency planning, response planning, and recovery planning into development, and establishing new strategic partnerships with relevant stakeholders in the preparedness and humanitarian at the local, national, and regional levels.
- Facilitate the learning process of preparedness and humanitarian for internal Plan development and external stakeholders (partners).
- Seek innovation and put in place improved learning practices within and outside the program.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI):
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
- Participates actively in capacity building and learning events on Safeguarding Children and Young People and Gender Equality and Inclusion.
- Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI (such as GAM / GTM)
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Technical Expertise, Skills, And Knowledge:
Essential:
- Bachelor’s degree in Social Welfare/ Environmental Science/ Community Development/ Disaster Management/ other relevant field
- At least 3-5 years of experience working on preparedness and humanitarian project management
- Having a portfolio in responding to disaster emergency situation
- Experience working with donors, i.e European Union, World Bank, USAID, and UN agencies.
- Experience in managing project implementation, delivering on obligations, and being aware of donor requirements and priorities.
- Experience in capacity building for local CSOs, Experience in representational roles
- Good understanding of preparedness and humanitarian concepts and practices
- Experience in working with and managing a team in a consortium
- Good analytical skills, well informed about methods to capture change/results of project implementation
- Skill in a diversity of partnerships, NGOs, research, and government
- Demonstrated experience working with governments closely and effectively.
- Strong cross-cultural skills and a demonstrated ability to influence change without direct authority and to work successfully with farmers and professionals
- Financial and budgeting skills; fluent in speaking and writing English
- Good interpersonal communication and facilitation skills for mentoring and knowledge-sharing
- Possess good judgment in dealing with conflict
- Able to work both in a team and independently with minimum supervision
- Ability to work to tight deadlines, under pressure, and to multi-task
- Commitment to child rights and CCCD implementation
