CARE Canada is looking for an Emergency Response Specialist, Team Leader for a 1-year contract
ABOUT THE ROLE / WHAT THE ROLE OFFERS
CARE’s experience has shown that capacity is often stretched beyond its limits by humanitarian disasters and conflict, and that experienced surge staff are needed to provide program, operational and strategic support to ensure a timely, quality, and effective response. In support of CARE’s Humanitarian Impact Area Strategy, the organization has invested in a standing Rapid Response Team whose members spend around 50% of their time deployed overseas or remotely to support emergency response operations in Country Offices (COs). Due to the nature of the work, demands are fast-paced and unpredictable. This position requires an individual who is very flexible, provides expertise and leadership at a senior level and collaborates well with diverse teams.
The Rapid Response Team (RRT) is a group of full-time deployable senior humanitarian response experts, able to deploy anywhere in the world to reinforce CARE offices and ensure a timely start up or scale-up of emergency operations in response to a variety of crises. Deployment of RRT members to emergencies ensures that our most capable and experienced staff are on the ground quickly and CARE can respond to emergencies effectively, and with maximum impact.
Qualifications
WHAT YOU OFFER / ABOUT YOU
- Minimum of 5 years senior level experience working in a range of complex and natural disasters; both slow and rapid onset.
- Ability and willingness to undertake frequent travel; ability to deploy on short notice for up to 12 weeks, to work and live in harsh conditions, as well as insecure environments.
- Track record of high resilience under pressure and ability to support and motivate teams in these situations.
- Experience in program design, proposal writing, reporting and project/program management, including developing and managing multi-million-dollar budgets.
- Knowledge of monitoring, evaluation, accountability, and learning (MEAL) best practices and application in emergency settings, including integration of gender equality approaches.
- Excellent skills and interest in mentoring, coaching and capacity building of national staff and partners in a broad range of emergency response areas.
- Experience in leading or participating in assessments, evaluations, after action reviews, emergency preparedness planning or emergency response strategies.
- Experience in developing, fostering, and working in partnership-based operations in emergencies and evident commitment to the values of localization.
- A very good understanding of the humanitarian system, principles, donors, security, civil military liaison and key aid sectors.
- Experience and commitment to promoting gender equality within humanitarian work.
- High political acumen and excellent team building and interpersonal skills.
- Excellent written and oral communications skills.
- Excellent written and spoken English is essential.
- Master’s degree in International Development or Humanitarian Assistance or in a related field, or equivalent combination of education and work experience.
WHAT WOULD MAKE YOU EXTRAORDINARY
- High level of demonstrable leadership and strategic management skills – including management and leadership of multi-sector, diverse teams in emergency settings.
- High level experience in external representation and negotiation with donors and governments.
- Experience of designing and rolling-out MEAL systems in emergency response operations, including capacity strengthening of staff and partners on MEAL.
- Arabic and/or Spanish language skills are strongly preferred.
- Specialised training in humanitarian/emergency response.
- Trained in Hostile Environment Awareness Training (HEAT).
Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.

Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.
WHAT WE OFFER / ABOUT CARE
- Starting Salary Range between CAD $88,000 – $95,000.
