Job Title: Emergency Team Leader

Duty Station: Port Sudan ( Roving other DRC areas)

DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan and Madani. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

The overall purpose of the role:

Under the direct supervision of the Emergency Response Manager and overall technical direction of the Emergency Technical Coordinator, the Emergency Team Leader is responsible for managing the emergency response in the Area Office of assignment and he/she will supervise assessments, selection, and assistance to affected targeted population in order to meet beneficiaries’ needs and project objectives. He/she will be working in cooperation with DRC’s Emergency with the following sectoral integration among the Economic Recovery, Camp management, and Protection teams. He/she will oversee the implementation of emergency response activities; be responsible for emergency-related reporting responsibilities; develop and maintain good relations with person of concerns, relevant authorities, engage with other humanitarian actors and represent DRC in the humanitarian coordination system when relevant and needed.

Responsibilities and Tasks

The job holder’s tasks and responsibilities include, but are not limited to:

Staff Management

  • Manage the Emergency Response officers and Assistants, in collaboration with the Emergency Response Manager.
  • Identify team training needs aligning with project scope and challenges.
  • Conduct staff training and support capacity development initiatives.
  • Incorporate PSEAH (Protection from Sexual Exploitation, Abuse, and Harassment) into staff goals and KPIs.

Programming & MEAL

  • Ensure efficient and effective program implementation while following the budget and work plan.
  • Maintain a robust workplan on monthly basis/ad-hoc reflecting activities and their contribution to project objectives and indicators.
  • Oversee, lead and coordinate the Rapid Needs Assessments according to DRC SOP & project guidelines in coordination with the technical coordinators.
  • Supervise the beneficiary selection processes according to the Humanitarian Principles and Code of Conduct and DRC project selection criteria.
  • Supervise the emergency response team activities including the site assessments, referrals, and cash distributions.
  • Conduct capacity building activities for the targeted communities.
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
  • Lead the team in carrying out monitoring and evaluation exercises working closely with the MEAL team (e.g. maintain the IPTT, PDMs).
  • Update project documentation and maintain online platforms (e.g., SharePoint) for archiving and sharing program-related information.
  • Coordinate emergency response efforts with other sectors and stakeholders both internally and externally.
  • Play the role of focal point between DRC and local authorities such as HAC, locality officers, and other stakeholder.
  • Promote staff awareness and mainstream protection in program implementations.
  • Perform any other tasks as instructed by the emergency response manager and Area manager/Area Programme Manager.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector-relevant issues.
  • Represent DRC at meetings and other relevant technical coordination meetings at the area level.
  • Ensure integration with other DRC sectors.

Project implementation

  • Develop project plans and budgets forecast with the emergency response manager.
  • Assist in development of project tools.
  • Project implementation and reporting.
  • Monitor and evaluate projects.

Minimum Qualification, Skills and Experience Required:

Experience and technical competencies: (include years of experience)

  • Bachelor’s degree with 3+ years of humanitarian experience in technical areas like WASH, Protection, or Camp Coordination and Camp Management.
  • Prior work experience in complex and volatile contexts, Sudan experience is considered a plus.
  • Minimum 2 years of emergency response management within humanitarian NGOs.
  • Experience in cash programming in emergency settings, including MPCA, MEB, market assessments, and FSP distributions.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and experience with tools like ODK, Kobo, and data analysis.
  • Excellent communication skills in both English and Arabic is mandatory (written and spoken).

Advanced computer skills for report writing.

Education background: (include certificates, licenses etc.)

  • At least a certificate in a relevant field
  • A postgraduate degree in a field related to emergency response, DRR, or related field.

A good knowledge of humanitarian cash transfer programming.

Basic knowledge of humanitarian cash transfer programming

Languages: (indicate fluency level)

  • Fluent in English (both oral and written)

Fluency in written and spoken Arabic is mandatory

Contract length: 5 months

Level: Manager

Salary range: 1836- 2068 USD

Location: Port Sudan ( Roving to other DRC areas)
