Project Background

Action Against Hunger (ACF) is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. 10 years into the Syrian crisis, Jordan remains host to 1.36 million Syrian refugees (83% of whom live among host communities), in addition to over 90,000 refugees largely from Iraq, Yemen, Somalia and Sudan.

Working in Jordan since 2013, ACF has focused its response on WASH, Food Security and Livelihoods, and MHPSS programming for refugees and vulnerable Jordanians, both in camps and host communities. ACF’s 2020-25 country strategy aims to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan with an emphasis on rural and peri-urban women and youth.

The Community-based provision of WASH services in Azraq camp is a collaboration effort of two complementary initiatives, funded by UNICEF and SDC, started in January 2022 with a focus on enhancing community-based WASH services provision in Azraq camp. The first year of the project was financed by UNICEF, with the original timeline for project completion set for the end of June 2024.

An amendment allowed the extension of the implementation of the activities to be complemented by September 2024, allowing for 3-month for final project evaluation in the period of October- December 2024.

Objectives of the Evaluation

This evaluation main objective is to assess the outcomes of the community-based provision of WASH services in Azraq camp project and present evidence of program performance concerning the achievement of planned overall objectives and outcomes. The final evaluation will encompass the period from 2022 to 2024 and focus on assessing various aspects of the project effectiveness, efficiency, impact, relevance and efficiency of program implementation, as well as the results of training to social and behavior change; additionally, the evaluation aims to identify potential areas of improvement, identify lessons learned and provide potential recommendations that can facilitate the replication of project outcomes and inform future program designs, monitoring and evaluation processes.

Elements covered by the evaluation

The evaluation will encompass a comprehensive assessment of the entire community-based provision of the WASH services project in Azraq camp across the whole camp. The evaluation will assess various aspects such as the implementation process, impact on the community, efficiency of the resource’s utilization, relevancy of social behavior changes interventions to improve the provision of WASH services and ensure accountability and the overall success of the project to achieve the initiated objectives.

The evaluation will cover thematic areas including hygiene promotion, water conservation, vandalisms of WASH facilities, maintenance of private latrines, and menstrual hygiene management, in addition to community mobilization. These thematic areas are vital components of the WASH services being provided in Azraq camp and play a significant role in improving the health, hygiene, and well-being of the camp residents.

The assessment will provide a holistic view of its impact and effectiveness, allowing for comprehensive understanding of the project’s strengths and weakness.

Profile of the evaluator

The evaluation will be carried out by an evaluator with the following profile:

  • The evaluator should have a proven track record of conducting evaluation of humanitarian and development projects, particularly in the WASH sector with specific focus on social and behavior change approaches. The evaluator should be familiar with the challenges and complexities of implementing WASH interventions in camp settings in Jordan.
  • The evaluator should hold a relevant degree in the field related to the evaluation such as public health, international development, social sciences, or social and behavior change. Additionally, the evaluator should have practical experience in evaluating similar programs in the humanitarian contexts.
  • Evaluator should have experience in coordinating, designing, implementing, monitoring, and evaluating programs, showcasing their ability to manage the various stages of the evaluation process effectively.
  • The evaluator should possess strong communication skills, both written and verbal in Arabic and English, and have experience in facilitating workshops and engaging with divers’ stakeholders to ensure effective dissemination of the evaluation findings and recommendations.
  • The evaluator should demonstrate the ability to write clear, concise, and useful reports to capture the key findings, conclusions, and recommendations of the evaluation. The evaluator is required to provide previous examples of previous evaluation reports as part of the portfolio.
  • Fluent in English and Arabic. The evaluator should be fluent in the language spoken in the Azraq camp community to facilitate communication with camp residents and other stakeholders effectively.
  • The evaluator should have a thorough understanding of donor requirements and expectations related to program evaluation, reporting, and accountability to ensure compliance with funding guidelines.
  • The evaluator should demonstrate the ability to manage time and resources efficiently, work under tight deadlines, and prioritize tasks effectively to deliver high-quality evaluation results within the stipulated timeframe
  • The evaluator should maintain independence from the parties involved in the project to ensure objectivity and impartiality in the evaluation process and the reporting of findings and recommendations.

This consultancy is open to both national and international consultants, including individual consultants and consulting firms.

Interested parties are required to submit a technical and financial proposal for the consultancy including the following:

  1. Technical Proposal:
    1. A cover letter outlining relevant experience and suitability for the consultancy (one page)
    2. Individual CV with contact details of at least two references
    3. An outline of the methodology that will be taken for conducting the assignment and timeline
    4. A proven track record of conducting evaluation of humanitarian and development projects, particularly in the WASH sector with a specific focus on social and behavior change approaches.
    5. At least two samples of previous similar work completed
  2. Financial Proposal: An indicative budget covering daily rate(s) and any related expenses. Rates should be in Jordanian Dinar (JOD) and exclusive of VAT. The budget should be inclusive of all expenses associated with carrying out the consultancy including any necessary travel to Jordan and field. The cost of hosting the training, including venue rental, refreshments, and stakeholder participation will be borne by ACF.
