Background

UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

  • Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
  • Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
  • Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls and; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction.

UN Women is seeking to recruit an Ending Violence Against Women (EVAW) Analyst, specifically under essential services and systems. Under the overall supervision of UN Women Special Representative and direct supervision of the relevant EVAW project manager, the EVAW Analyst will work in close coordination with the EVAW team, including Haya Joint Programme team, as well as support the overall work on ending violence against women programming. 

Duties and Responsibilities

The EVAW Analyst will undertake the followings tasks:

  1. Contribute technical input to the development of related strategies on ending violence against women:
  • Provide technical inputs to the design and formulation of the assigned programmes/projects’ proposals and initiatives, including programmes’ budgets.
  • Provide inputs to the Country Office Annual/Biennial Work Plan and reporting.
  • Advise on potential areas of strategic programming growth as relevant to SN outcomes.
  • Identify EVAW emerging issues and needs and coordinating with relevant parties for information and data.

        2. Provide support to the implementation and management of UNW programmes

  • Coordinate the work of Ministry of Social Development (MOSD), Police, and civil society partners on the joint work to raise community awareness on available services.
  • Coordinate the work of the shelters including MoSD on the harmonisation with the National Referral System (NRS) .
  • Work with Ministry of Women’s Affairs (MOWA) on the role out of the NRS with the focus data and support to women shelters.
  • Support the efficient and timely implementation of the programme’s activities;
  • Assist in the development of programme’s workplans (including procurement and financial plans) and provide support for monitoring projects’ budget in terms of expenditures per the work plan;
  • Establish and maintain the programme follow-up system for actions and deadlines;
  • Prepare and draft ToRs, contracts and agreements and MoUs for programme’s partners and consultants and follow up submission of progress reports and agreed deliverables;
  • Prepare the drafting of progress reports, inception reports, donor reports, briefings, success stories and press releases, as well a formal correspondence, in both Arabic and English, as requested;
  • Translation of documents (Arabic/English) when requested;
  • Arrange and coordinate appointments and meetings as well as field mission plans for incoming and outgoing official missions;
  • Provide support to the Programme’s Monitoring and Evaluation Actions through organizing meetings/workshops with relevant stakeholders;
  • Effective support to the Programme Manager in identifying opportunities/ideas for achieving output activities through consultation with the Government, other donors/Member States, and NGOs
  • Review and collection of information on recent reports on Palestinian women and other related issues released from different UN agencies and partners;
  • Compile and share results during various review project review meetings
  • Prepare draft Quarterly Project Report, Annual Report of the Project against the proposed plans
  • Forge partnerships both for leveraging resources and implementation to work on EVAW with the Government, other donors/Member States, and NGOs

        3.  Provide Financial Resources Management

  • Support the Haya Project Manager in the financial management of programme interventions;
  • Perform regular spot check visits to partners to verify financial documents;
  • Ensure timely and quality liquidation of funds and
  • Support in the creation of project budgets in Quantum, preparation of budget revisions, revision of project award and project status, operational and financial closure of Quantum projects;
  • Support in the preparation of required documents for financial audits for UN Women and partners;
  • Create e-requisitions in Quantum and register of goods receipt in Quantum.
  • Provide guidance and support to UN Women team on working with Quantum

       4. Contribute to building partnerships and resource mobilization strategies:

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Draft concept notes and participate in donors’ visits and briefings.

        5. Provides technical assistance and capacity development support to implementing partners and coordinate the efforts on women’s access to Essential Service Package (ESP).

  • Support and coordinate the work with MoWA on the development of action plans with the relevant Ministries on CEDAW recommendations, EVAW Strategy and ESP Strategy.
  • Provide technical assistance to Ministries including MoWA and MoSD on women’s access to Essential Service Package (ESP)
  • Support in providing inputs and information for evidence-based advocacy;
  • Support relevant Ministry in identifying data gaps on GBV and the production of desegregated data on women and girls.
  • Coordinate the work with the different service providers to harmonize the protection and service delivery procedures with the newly adopted National Referral System (NRS).
  • Work as a focal point on coordinating the work with the national and civil society services providers on the awareness of services in the marginalized communities.
  • Lead the process of establishment of platform for cross-institutional (GO & Non-GO) coordination through interaction & dialogue for coordinated response on ESP;
  • Provide technical inputs to background documents, briefs and presentations related to relevant thematic areas;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products of relevant programmes;
  • Support in the preparation and implementation of dissemination plans of knowledge products;
  • Identifying research priorities and facilitate in conducting research studies
  • Organize workshops, seminars, and round tables to share learning with stakeholders involved.
  • Contributions to knowledge networks and communities of practice;
  • Keeping up to date with the latest advancement in the field of information and knowledge sharing.
  • Any other duties as assigned.

Required Skills and Experience

Education:

  • An Advanced University degree (Master Degree or equivalent) in the area of gender studies, political science, developmental studies or related field.
  • A First Level University degree (Bachelor’s degree or equivalent) in the area of gender studies, political science, developmental studies or relevant field combined with two (2) years of relevant experience.

Professional Experience:

  • 1 year of relevant experience on gender-based violence (GBV), of & working on EVAW.
  • Experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing.
  • Experience working with relevant Ministries and Civil Societies Organizations (CSOs) on issues related to women’s rights and GBV.
  • Previous technical expertise in the area of gender equality is a strong asset.
  • Experience working with UN Systems including Quantum is an asset.
  • Previous experience in UN Joint programming is an asset.

Language Requirement:

  • Fluency in English and Arabic is required;
