Permanent Full time

An exciting opportunity has arisen for an adaptable, enthusiastic individual to join the
Housing Compliance team as Energy Management Officer.

The Department is responsible for housing advice and homelessness and housing management of our
33,000 council properties, including ensuring that fire safety standards are met, improving the
energy efficiency of our stock and other services such as managing individual metering and
billing.

What are we looking for?

The Energy Management Officer is a new post responsible for helping to shape and advising on
the Department’s energy management strategy. This will include the management of contracts
relating to energy provision, metering and billing services, electric vehicle charging points
across the Council’s estates and solar PV and solar thermal installations across the housing
stock. The role will be responsible for managing and maintaining data collection and analysis
and reporting on the performance of relevant contractors and systems as well as ongoing tasks
associated with these areas including setting and reviewing tariffs.

This role will sit in the Housing Compliance team which is a busy team focusing on the
programming, execution and recording of all Health and Safety issues relating to the Council’s
housing stock including asbestos, fire safety and legionella. The team has responsibility for
ensuring data is accurate and up-to-date, and monitoring and reporting on the status of
compliance and risk. The postholder will project manage environmental sustainability
initiatives, including the Council’s metering and billing service and ensure, through effective
contract management, that contractor performance meets service delivery standards. The
postholder will also ensure the Council meets statutory and regulatory requirements for energy
management and that strategies, policies and procedures are effectively implemented.

We are looking for a talented and self-motivated individual with a genuine interest in energy
management, environmental sustainability initiatives, and green technologies. This is a
fantastic opportunity for someone keen to gain experience of managing the installation and
certification of new green technologies and identifying opportunities for innovation and
continuous improvement. You will have a proactive approach and willingness to build effective
relationships with residents, other departmental teams and key stakeholders across the
organisation. You will be a good communicator, well organised, and have excellent written,
numerical and analytical skills plus sound IT abilities. With a strong knowledge of energy
management issues, you will be keen to put this knowledge into practice in a busy local
authority.
