We are seeking to employ a candidate for the following position:

Energy Manager

Main purpose of the job:

Planning, coordinating, and monitoring all logistics activities in the mission related to electricity according to MSF protocols and standards in order to ensure an optimal running of the mission/project.

 

Accountabilities:

  • In collaboration with the Technical Logistics Coordinator, planning, establishing, and reviewing the electrical activities in the mission/project, including its annual budget, in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring and ensuring the implementation of the electrical activity in the Mission ensuring compliance to MSF standards, protocols, and procedures, and reporting to the Logistics Coordinator on the development of the ongoing programs. This entails the following:
  • Ensuring that the electrical installations in the Mission are up to the level of the Technical Department, prioritizing personnel and equipment security and optimization of energy consumption based on real filed needs
  • Providing a technical proposal to improve the installations and bring them up to the level recommended by the Technical Department
  • Guaranteeing the setup of the recommendations and establishing the electrical records for the mission in order to ensure the compliance of the installations to said recommendations e.g. power demand analysis and working principle of the installation
  • In collaboration with the Logistics Coordinator and the HR Coordinator, participates in the planning and implementation of HR associated processes (training, briefing/debriefing, evaluation, detection of potential, development, and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area.
  • Ensuring technical support for his area of activity and providing coaching to logistics staff under his/her responsibility.
  • Participating in monthly reports according to guidelines
  • Performing delegated tasks according to his/her specialty and as specified in his/her job description.
  • Identifying, defining, and implementing solutions and strategies that reduce the environmental footprint of the electrical installations (and HVAC if relevant) in the mission/projects. These strategies englobe not only technical solutions but also how the electrical installations are used, maintained, and managed. The main objective of reducing the environ-mental footprint entails energy efficiency, reducing the carbon dioxide emissions, a proper waste management and the use of sustainable and adapted solutions according to the context.

 

MSFCH Context Specific Accountabilities of the position:

 

  • Under the supervision of the Logistics Coordinator, plan, carry out and monitor the electrical and solar activities of the mission according to MSF standards
  • Monitor and ensure the implementation of the mission’s electrical and solar activities by ensuring their compliance with MSF standards, protocols, and procedures.
  • Update the diagrams and location plan of the electrical equipment of all sites (Erbil, Mosul, and Baghdad)
  • Prepare and follow up on orders for the maintenance of electrical installations and ensure the conformity of the equipment before delivery & acceptance.
  • Implement an autonomous system for watering and cleaning of solar panels in Erbil office. Propose the same system to the Mosul project and Baghdad base.
  • Ensure Electrical safety and security of all MSF facilitates (all bases of MSFCH). By installing all compulsory safety related apparatus.
  • Ensure all MSF Energy standard and protocols are upheld for all MSF facilities, including electrical assessment and evaluation for all electrical system.
  • The preventive and corrective maintenance are followed for the electrical devices including the protection of the sensitive medical and non-medical devices.
  • Preparing design package including single line diagram layout, general layout and load calculation using MSF tools and Software
  • Preparing tender package for Electrical rehabilitation including design, Bill of quantities, technical specification.
  • Facilitate Safety Electrical training for the Local MSF staff if need it.
  • Capacity building for MSF maintenance agents and electricians in the mission on MSF energy standard and specifications. Evaluate the knowledge of the MTT, the new recruited Electrician level-5 and specialized technician in order to optimize our HR resource.
  • Supervise Electrical implementation done by contractor OR MSF Technician, to make sure standards are followed.
  • Working closely with the regional technical referent (Cell-5 RTS).
  • Support for energy management activities in the mission.
  • All electrical diagrams and wiring layouts up to date for all MSF facilities and premises.
  • Update the Country Specific Policies (CSP)
  • Working closely with the supply, team being directly involved with market assessments and the validating of suppliers. Ensuring the mission is supplied by electrical standard materials.
  • Evaluating the power source for all MSF premises and ensuring the efficiency of the configuration, Ensure the sizing of the backup power sources are updated.
  • Installation and close follow up for the energy monitoring devices
    • (Smappee & Emonio)
  • Prepare and Participate in POA (Plan of Action) and Mid-Year Review (MYR) of operations for Logistic.
  • Ensure a good communication with projects by writing TOR and visit report that should be communicated to PC and Log. To ensure all the recommendations will be implemented.
  • Ensure all planetary health guidelines and recommendations are being followed and implemented in all projects. To reduce the carbon footprint and reliance on non-green energy sources. To maximize our renewable energy output and optimize our consumption of NRG.
  • Directly manage the solarization for all MSF facilities and premises. Conduct routine inspections and assessment to ensure all facilities are energy efficient. Optimization where relevant

Qualifications & Preferred Skills

Specific requirements for the role:

 

Education:

–      Essential: Electrician by training and technical diploma or technical university degree, preferably as an Engineer/master’s degree

Experience:

–      Essential: At least two years of working experience as Energy Manager or equivalent with MSF or other NGOs and working experience on Injection of Photovoltaic Energy in Grid System will be an asset.

–      Desirable previous experience with MSF or other NGOs

 

Languages:

–      Essential: English level (B-2) is minimum required

–      Arabic and Kurdish are an asset.

Knowledge and Skills:

–      Essential: AutoCAD, Visio an asset,

–      QElectroTech an asset 

–      Skills-set: Analytical thinking, organizational, communication and/or critical thinking skills.
