Job title: Energy Officer
Duty station: Mogadishu, Somalia
Reporting to: Electrical Engineer Manager (Energy Manager)
1. BACKGROUND
The Nordic International Support Foundation (NIS) is a Norwegian-registered non-profit organization engaged in stabilization and reconciliation initiatives in conflict and post-conflict areas. Our primary areas of intervention are institutional development, public service delivery, and conflict resolution. Headquartered in Oslo, Norway, NIS is currently implementing projects in Somalia, Myanmar, and the Sahel. NIS Somalia is currently implementing a wide range of projects in South Central, Puntland, and Somaliland with plans to expand into new areas. The organization has offices in Mogadishu, Baidoa Kismayo, Hargeisa and operational presence across all federal member states of Somalia.
Overall Mission:
The Energy officer will be involved in energy-related projects starting from the conceptualization anddevelopment of technical project documents and designs, and progressing through implementation, testing, maintenance, and handover procedures. The energy officer would be working closely with the energy manager, Program managers, staff, and the implementing partners for the installation of solar energy PV systems and energy-related works in government institutions, public areas, markets, and health institutions in NIS projects targeted areas of Somalia.
Responsibilities:
- Participate in all phases including design, specification & BoQ preparation, pre-installation implementation, and testing & commissioning of PV systems and energy projects.
- Monitor daily work activities and report progress and issues of concern to NIS electrical engineer manager, and program managers/coordinators.
- Ensure that all works are installed and executed in accordance with the contract documents.
- Monitor onsite interfaces and coordinate tasks to alleviate safety risks as well as unnecessary delays to the project.
- Provide technical direction and support the installation teams during installation, testing, and commissioning.
- provide input to Weekly Reports which include progress updates and plans, Test Inspection, and Deliveries for the project.
- ensure that where applicable, contractor’s operatives are competent and qualified to undertake their work activities correctly.
- Carry out quality inspections on the contractors’ job performances and develop checklists for the inspection ofcompleted installations.
- Design an appropriate training package for the local technicians at the site where the system is installedwith close cooperation with the local authorities and hand over all the spare parts and tools on behalf of NIS foundation.
- Any other duties that may be requested by the electrical engineer manager or Program Technical Director/ program managers.
Qualifications & Requirements:
Selection shall be based on the qualifications and experience of the candidate and followed by a written exam and an interview. The minimum qualification, experience, and skills should include:
- Bachelor’s degree in electrical Power Systems Engineering, or Renewable Energy. A master’s degree in the energy field is an added advantage.
- At least three years of relevant and professional experience in electrical engineering service, installation,repair, and maintenance of electrical plants and preferably solar PV systems installations in a proven record.
- Very good understanding of both high voltage and low voltage equipment as well as work-related electrical safety regulations
- Good skill drawing electrical single-line diagrams, panel schedules, or connection diagrams for solar electric systems using computer-aided design (CAD) software, SketchUp, PVsyst, etc.
- Capable of using MS Office, MS project planner and a basic understanding of IP network technology would be advantageous.
- Willing to travel to remote sites and to live in basic accommodation during site visits.
- Ability to coordinate with clients and the authorities concerned.
- Knowledge of gender and social inclusion.
- Excellent communication skills both in Somali and in English and be able to interact with different people ina positive and professional manner as well as ability to work effectively and independently.
- Should have good problem-solving skills.
