Introduction
Background:
The United Nations Development Programme (UNDP)’s Reforms and Innovation in Government for High Performance project (the “Project”) supports federal and provincial governments in advancing key reform initiatives. These reforms focus on performance management, evidence-based policy planning, and strengthening governance and institutional capacity within the public sector. The Project aligns with the United Nations Sustainable Development Cooperation Framework (UNSDCF), UNDP’s Strategic Plan signature solution on governance, and Output 1.1 of the UNDP Country Programme Document: fostering open, agile, accountable, and future-ready governance institutions that co-create and deliver solutions for transparent, equitable service delivery and accelerated SDG achievement. Under its components dedicated to institutional strengthening and evidence-based policymaking, the Project is driving systemic reforms to revitalize core governance institutions and streamline the role of the state. To sustain this momentum, the Project receives ongoing support from the Foreign, Commonwealth and Development Office (FCDO) through its National Governance Programme (NGP). The NGP is a comprehensive initiative aimed at enhancing the capacity of Pakistan’s federal and provincial ministries for effective national planning and implementation. It ensures that government plans align with national priorities, are cost-effective, and yield measurable results. A key element of the NGP is the promotion of improved inter-governmental coordination and enhanced parliamentary oversight by building the capacity of parliamentary committees to monitor and evaluate government actions and policies. The programme also seeks to pilot various mechanisms to incentivize coordinated action across different tiers of government. These mechanisms may include legislative and regulatory tools, financial incentives such as conditional grants and performance-based transfers, institutional arrangements (e.g., inter-governmental committees and task forces), technical support for collaborative initiatives, as well as protocols for information sharing, joint planning, and performance tracking. By addressing critical inter-ministerial and inter-governmental challenges, the NGP contributes to strengthening governance and enhancing Pakistan’s resilience in the face of national development challenges. To support the implementation of these goals, UNDP plans to engage a consulting firm to ensure high-quality, timely delivery of activities and results across targeted governance areas.
