Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Facilities Management Unit (FMU) in the Division of Administration. The incumbent reports to the Chief of FMU.
Responsibilities
Under the direct supervision of the Chief of FMU and overall guidance of the Director of Administration, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties: • Applies commonly used engineering practices to undertake technical inspections including structural analysis for buildings and infrastructures in accordance to the international standards and codes; Oversees projects related to the design, construction, or repair of buildings, roadways, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, and other related structures and activities as required. • Plans and develops technical specifications, bills of quantities for construction projects. • Conducts regular site inspections and progress meetings, troubleshoot providing engineering/technical solutions to enable the supervisors to make informed decisions. . • Prepares design layout for smaller or less complex portions of buildings and facilities. • Performs technical data collection and analysis regarding materials, sizes, dimensions, and quantities and costs. • Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement. • Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. • Conducts investigations to develop improved designs and construction techniques. • Produces cost data and estimates on engineering-related requirements of current and planned projects. • Analyses project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources. • Conducts research on development of new technical systems, and follow development to identify improved methods and equipment; • Supervises and coordinates with contractors on construction and alterations to ensure that the quality of services performed by the contractors is in accordance with set terms and conditions, codes and standards, health and safety regulations and objectives. • Serves as Project Manager from Project Mandate/Business Case to Closure of the Project.

Education
Advanced university degree (Master’s degree or equivalent) in engineering, architecture or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five years of progressively responsible experience in engineering or related area is required. A minimum of two years of direct experience in major capital projects in construction and renovation in ensuring quality control and compliance with international standards and codes with application of geotechnical analysis is required. Experience in supervising and coordinating with contractors on construction (major renovation & alteration project) is required. Demonstrated experience in inter-agency technical working group on engineering and facilities related project is desirable. Proven experience in developing quality control plans with risk mitigating and management actions during construction phase is desirable. Demonstrated experience in data analytics including building management system monitoring and control systems, fire alarm systems and security monitoring is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice
This is a temporary position and will be available for an initial period of six (6) months. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post. Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
