Org. Setting and Reporting
These positions are located in the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centers and Offices as applicable. The Engineer is responsible for applying standard engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required for peace-keeping and other United Nations field missions. Engineers at this level normally carry out portions of more complex projects assigned to a Senior Engineer. At Headquarters they report to the Chief of the Engineering Section; in peacekeeping missions they report to the head of unit or a senior engineer.
Responsibilities
Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties: (These duties are not all inclusive nor are all duties carried out by all Engineers) • Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the planning, design, construction, repair or maintenance of electrical, mechanical, water/sanitation and other civil engineering infrastructure for major systems and facilities such as camp infrastructure including building maintenance and construction, roads, bridges, airfield infrastructure, railways, docks, waste disposal systems, flood control systems, water and wastewater treatment facilities, and related structures and other engineering activities in the field needed for the logistics support of peace-keeping and other United Nations field missions. • Plans and designs specifications for projects. • Develops scope of works/requirements, specifications for civil, electro-mechanical, water and wastewater systems contracts, and other engineering goods/services. • Evaluates, reviews and revises project documents and technical proposals for construction services, electro, mechanical, water/sanitation and other engineering goods/services, and conducts pre-award inspections and other project management activities. • Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage, power requirements/capacity demands, fuel requirements and cost implication, technical potential and other data required for building site selection. • Prepares design layout for smaller or less complex portions of buildings and facilities. • Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. • Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement. • Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. • Conducts investigations to develop improved designs and construction techniques. • Produces cost data and estimates on engineering-related requirements of current and planned field missions. • Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources. • Conducts research on development of new technical systems, and follow development to identify improved methods and equipment. • Participates in mission planning, nominates as technical adviser to committees or international meetings. • Supports the Environmental Section’s Working Groups related to energy, water and waste water management, and solid waste management. • Performs other related duties as required. Results Expected: A complete in-depth understanding of engineering problems posed in project documents, in which problems are typically complex and broad in scope, requiring some unusual applications of engineering principles.

Education
An advanced university degree (Master’s degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Environmental Engineering, Architecture or related appropriate area. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of study with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering-related construction/commissioning/renovation projects (including for large design construction projects and facilities maintenance programs), and managing routine and non-routine maintenance and repairs is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
