Purpose of consultancy

The consultant will provide technical support for the installation, maintenance, and lifecycle management of generators, solar panels, prefabricated facilities, and water systems in Ukrainian healthcare facilities. They will ensure environmental compliance, develop technical specifications for safety and maintenance, support the selection of service providers, and supervise contractors during installation and maintenance. Additionally, they will review and improve mechanical designs for infrastructure projects and ensure alignment with WHO standards and national regulations.

Background

The WHO Office in Ukraine is implementing projects to provide Ukrainian health facilities with the necessary functional components to be autonomous (water system, energy, temporary facilities) in line with the WHO CO Ukraine response plan. The incumbent will provide technical support in the supervision of installation, maintenance and life cycle of generators, solar panels, prefabricated facilities, water system to various healthcare facilities, and provide technical advice and solutions for further improve the health facility system ensuring compliance with the environmental impact of the WHO activities related in collaboration with the other unit members.

Deliverables

1. Provide technical support during the planning, installation and maintenance of generators and heating units in the specific selected locations. Draft reports to authorities regarding activities and recommendations. (Nov-Apr)

2. Develop technical specifications, in collaboration with the supervisor and the other members of the team, dedicated to safety measures, management and proper maintenance in line with the environmental standards and regulations for the health facility technical and referent staff of generators and heating units (Nov-Dec)

3. Provide technical support for the selection process of local service providers (BOQ, technical specifications etc.) for installation on site and rounds of maintenance of heating units and solar panels (Nov-Jan)

4. Supervise/monitor contracted supplier for the planning, installation, maintenance and ad-hoc support for heating units and mechanical/electrical infrastructure (Nov-Jan)

5. Supervise/monitor contracted supplier for the planning, installation, maintenance and ad-hoc support for prefabricated modular facilities and integrated infrastructure (Nov-Apr)

6. Define requirements and technical support for alternative heating solution at health facility levels in line with the environmental standards and regulations (Nov-Dec)

7. Review mechanical designs for infrastructure and facilities projects in terms of accuracy, suitability, sustainability to overall requirements, including identifying improvements in the designs and to participate in proposing practical solutions (Nov-Apr)

8. Ensure full compliance with all WHO standards, environmental standards, and requirements in carrying out the above-mentioned tasks, as well as compliance with overall national policies, procedures and guidelines pertinent to the requested activities, considering quality management and risk management best practices (Nov-Apr)

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Bachelor university degree in civil engineering, electrical engineering, mechanical engineering, or related field.

Desirable: Master university degree in civil engineering, electrical engineering, mechanical engineering, or related field.

Experience

Essential:

  • At least two (2) years working experience in the relevant field of civil engineering, electrical or mechanical engineering.
  • Experience in drafting electrical/mechanical systems drawings including draft of technical specification, cost estimates for engineering projects.

Desirable:

  • Work experience with international public health organization.

Skills/Knowledge:

  • Excellent skills in technical evaluation, installation, maintenance of the electrical, mechanical and electro-mechanical items
  • Knowledge of the current Ukrainian legislation and norms related to engineering works
  • Proven communication and presentation skills with the ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts;
  • Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.
  • Good computer skills in Microsoft Office applications

Languages and level required :

Essential:

  • Fluency of the English language (including ability to produce structured reports in English).
  • Excellent knowledge of Ukrainian.

Desirable:

  • Working knowledge of Russian

Location

On-site, Kyiv

Travel

The consultant is expected to travel within Ukraine, locations and dates are to be evaluated on a monthly bases, depending on the progress of the projects. Purpose is to do technical assessments, check technical aspects and progress of the installations, as well as final check for closing and handover of project.

Remuneration and budget:

Contract total value: 19 092 USD

Monthly rate: 3 182 USD

Consultant pay band range: NO-B

Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer

Expected duration of contract :

Contract Duration: 6 months

Target Start Date: 1st 2024 Nov

Target end date: 30st 2025 Apr
