Organizational Setting

FAO is implementing the project ”Development of Self-sustained Culture-based Inland Fisheries to Ensure Food and Nutritional Security and Livelihood Improvements in Rural Communities in Sri Lanka” which aims to enhance food and nutritional security, strengthen resilience, and improve livelihoods in rural communities, specifically of fisherfolks in Sri Lanka. Among other activities, the project will upgrade Aquaculture Development Centres facilities of NAQDA (National Aquaculture Development Authority) and set up four mini hatcheries for fish juvenile production in Monaragala, Batticaloa, Anuradhapura and Mullaitivu Districts.

The assignment will be conducted in one of the following locations: EA – Eastern Province (Ampara & Batticaloa), EA – Northern Province (Kilinochchi & Mullaithivu), EA – Uva & Sabaragamuwa Provinces (Rathnapura & Monaragala), EA – Central & North Central (Mathale & Anuradhapura).

Reporting Lines

She/he will be working under the overall supervision of the Assistant FAO Representative (Programmes) and the direct supervision of the Resident Engineer of FAO SL. She/he will also have to work closely with the International Operations Specialist and Project Manager.

Technical Focus

The selected Engineering Assistant for the particular duty station has to provide day-to-day technical supervision and quality assurance for the renovations supported by the project in the Aquaculture Development Center and sites owned by NAQDA during the assignment.

Further, he/she must actively work with the selected contractors, NAQDA divisional and district level officials and follow the technical and managerial instructions provided by the Resident Engineer towards the completion of AQDC renovations and new mini hatchery constructions in aforesaid sites. The project is implemented as a project trash method therefore the ideal individual should have the ability to meet set targets and strictly adhere to the deadlines of the project activities.

Tasks and responsibilities

Overall, the tasks and responsibilities will be performed through fieldwork in Sri Lanka and some deskwork to prepare for field missions and drafting reports. The specific tasks and responsibilities are as in the following:

• Monitor the construction works at the above-mentioned sites.
• Coordinate with the contractor’s site representatives and NAQDA site officers related to any site issues.
• Ensure the quality of the work done and prompt completion of the construction works as per the drawings and BoQ.
• Prepare daily activity construction diary – logbook and monthly work progress reports to the Resident Engineer to update the work sites’ progress.
• Confirm work done with joint measurements with contractors and certification of interim and final payment claims for the contractors’ payments.
• Daily update the Resident Engineer about the work progress and delays and recommend any suitable alternative options to speed up the construction progress.
• Ensure the quality of the materials used for the construction work and check the test reports and documentation relevant to the construction activities.
• Participate in progress meetings and technical review meetings update the details to the Resident Engineer and carry out the instruction at the site level for the construction works.
• Any other relevant task assigned by the Resident Engineer / Project Manager.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Education Qualification & Experience
o Bachelor’s degree (BSc) in civil engineering with 03 years of experience after graduation from the reputed University
or
o National Diploma in Technology (NDT) in Civil Engineering with 07 years of experience after the qualification from the reputed educational institution
or
o National Certificate in Technology (NCT) (Civil Engineering) with 10 years of experience after the qualification from the reputed educational institution.
• More than two years of experience related to the aquaculture structure construction/ rehabilitation works or irrigation tanks/ponds and cannel rehabilitation works or similar infrastructure.
• Working knowledge of English and one of the local language Tamil / Sinhala.
• National of Sri Lanka.

Selection Criteria

• Strong planning, organizational and time management skills with a proven ability to handle multiple tasks simultaneously.
• Proficient in Microsoft Excel, Word, Project, and PowerPoint, AUTOCAD
• An ability to work closely with the contractor to achieve the targets and goals with daily monitoring, quality control and reporting functions.
• An ability travel to the work sites as required.
