This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Engineering/Planning/Surveying Technician II with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water – Environmental Laboratory.

JOB SUMMARY

The Engineering/Planning/Surveying Technician II supports Delaware’s efforts to protect its water and soil resources from the impacts of contaminants. Duties include environmental field sampling, receiving, and processing, as well as preparing environmental samples using various filtering and extraction techniques. The primary responsibilities of the selected candidate will be to conduct sampling of ground, surface, and waste waters, including sampling performed using boats, for analysis within the laboratory. This position is also responsible for preparing and processing samples using various field and chemistry methodologies. This position will utilize laboratory information systems and statistics and coordinate with supervisor/coworkers to complete their responsibilities. All work is performed under the general supervision of a technical supervisor. 

ESSENTIAL FUNCTIONS

• Will participate in planning, field sampling/surveying, receiving, processing, and collecting/logging data using various field and ecological methodologies, of environmental samples for analysis collected from, but not limited to, surface water, ground water, and wastewater sources.
• Will review sampling plans and conduct sampling for complex eDNA projects.
• Will participate in sampling events using a boat.
• Responsible for the maintenance and upkeep of vehicles and boats in the laboratory.
• Responsible for waste management activities within the laboratory.
• Responsible for processing and extraction of samples for various laboratories.
• Performs Quality Assurance and Quality Control tasks in accordance with EPA, FDA, and NELAP guidelines.
• Works in conjunction with other scientific staff to implement complex environmental projects to evaluate best management practices to protect/remediate water quality, habitat, living resources and human health.
• Will interact with laboratory clients, customers, project managers, inter- and intra-departmental members, and public stakeholders.
• Performs moderately complex technician work, which is broad in scope and requires application of fundamental concepts, practices and procedures for assigned functional area.
• Reviews moderately complex project plans or portions of complex plans to determine compliance with state and/or federal regulations and design standards.
• Periodically acts as lead, overseeing, guiding and providing technical assistance to others.
• Ensures quality by assessing technical procedures and practices.
• Contacts are for the purpose of exchanging or collecting information, explaining procedures and gathering facts to describe problems to higher level.

JOB REQUIREMENTS 

Applicants must have the following:

• Six months experience in performing field inspections such as in wetlands, groundwater, surface water, or related field.
• Six months experience in interpreting site plans and/or technical drawings to determine compliance.
• Six months experience with using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of contracts, plans, specifications and special provisions.
• Skill in the methods of record keeping.
• Skill in reading and interpreting detailed plans.
• Skill in calculating area, volume, rates, ratios, etc.
• Skill in reading and interpreting survey notes, maps, soils diagrams and similar sources of data for assigned technician function.
• Skill in conducting field studies, tests, surveys, and investigations based on engineering/planning/surveying principles and practices.
• Skill in applying mathematical and basic statistical concepts.
• Ability to establish and maintain effective working relationships with associates, the public, contractors and representatives from federal regulatory agencies, municipalities and other state agencies.

CONDITIONS OF EMPLOYMENT
