This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Engineering/Planning/Surveying Technician IV with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water – Residential Services Section.

JOB SUMMARY

The primary duties of the selected candidate will involve permit processing, training, enforcement support, staff oversight, and site visits/evaluations. The selected candidate will perform on-site inspections and review property history to support application information. This includes researching property boundaries, easements, surveys, parcel deeds, project design, and record plans. This research data will help to evaluate property information, process applications, and issue permits.

ESSENTIAL FUNCTIONS 

Essential functions are fundamental, core functions and are not intended to be an exhaustive list of all job duties.

  • Performs on-site inspections to ensure compliance with applicable regulatory rules and regulations.
  • Compiles and records notes, sketches, inspection data, and other information to document on-site observations and findings.
  • Reads and interprets plans, specifications, blueprints, and other documents.
  • Reviews permit authorizations for completion and data accuracy.
  • Performs data entry and document processing.
  • Performs permit and application processing and issuance.
  • Performs technical and compliance report writing.
  • Answers telephones, to include communication with the public, applicants, and constituents.
  • Provides staff training.
  • Provides support to the Enforcement Branch of the Resource Protection Section, Division of Water and Environmental Crimes Unit.
  • Provides leadership oversight to assigned staff.
  • Delegates workload to assigned staff.
  • Coordinates with department legal staff.
  • Reviews staff timekeeping records.
  • Provides educational outreach to the public and stakeholders.
  • Represents the department in public hearing settings and other associated boards.
  • Holds positions on job-related committees.

JOB REQUIREMENTS 

Applicants must have the following:

  • Two years’ experience in interpreting construction plans and details, schematics, or technical drawings to determine compliance associated with wetland, groundwater, surface water, or related projects.
  • Two years’ experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
  • Two years’ experience performing field inspections such as in wetlands, groundwater, surface water, or related fields.
  • Six months of experience in developing analytical and technical documents such as reports, maps, or geographical representations of data.
  • Six months of experience using computerized mapping software applications such as Geographic Information Systems (GIS) for collecting, analyzing, and mapping data.
  • Six months of experience interpreting, communicating, and enforcing environmental laws, rules, and regulations.
  • Coursework, training, and/or work experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
  • Possession of a valid Driver’s License (not suspended, revoked, or canceled, or disqualified from driving).

CONDITIONS OF EMPLOYMENT

  • Applicants must be legally authorized to work in the United States. The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S.  The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.
  • The Conservation District does not provide sponsorship for holders of H-1B Visas.
  • Direct Deposit of paychecks is required of all new employees.
  • Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

BENEFITS

The Kent Conservation District offers a comprehensive benefits package, including:  37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)  Health insurance and pension are also included in the benefits package.
