Enumerators

1. Background

Deutsche Welthungerhilfe e. V. is one of the largest non-governmental organizations in Germany operating in the humanitarian assistance and development fields. It was established in 1962, as the German section of the “Freedom from Hunger Campaign”, one of the world’s first initiatives aimed at the eradication of hunger. Welthungerhilfe’s work is still dedicated to the following vision: All people have a right to a self-determined life in dignity and justice, free from hunger and poverty.

In Iraq, Welthungerhilfe works closely with national and local authorities as well as the United

Nations and other humanitarian organizations to provide humanitarian assistance and

development cooperation to communities affected after the so-called Islamic State (IS) took over

large parts of Iraq in 2014.

In light of the evolving regional context and the risk of escalation linked to ongoing geopolitical tensions, WHH Iraq is strengthening its emergency preparedness and response capacity. As part of this effort, WHH may hire enumerators to support the rapid implementation of humanitarian activities in the event of displacement, refugee influx, or disruption of essential services.

2. Objectives

The primary objectives of this enumerator’s engagement are to:

• Ensure accurate, timely, and reliable data collection to support evidence-based program design, implementation, and monitoring.
• Support effective community mobilization and engagement, ensuring that affected populations are well-informed about available services and activities.
• Facilitate clear and respectful communication between WHH and communities, promoting trust, transparency, and accountability.
• Contribute to the identification of needs, vulnerabilities, and priority groups through structured data collection and field observations.
• Uphold humanitarian principles by ensuring that all interactions with communities are conducted with dignity, neutrality, and respect, while maintaining data confidentiality and protection standards.

3. Assignments:

Under the supervision of WHH field staff and in close coordination with the MEAL team,,  enumerators will be responsible for the following:

3.1 Data Collection & MEAL Support (Primary Responsibility)

• Conduct household surveys, registrations, assessments, and interviews using approved data collection tools (e.g. CommCare, paper-based forms)..
• Ensure all data collected is accurate, complete, and submitted on time in line with MEAL protocols.
• Use smartphones/tablets for digital data collection where applicable and ensure proper handling of devices
• Verify information with respondents to minimize errors and ensure data quality and reliability
• Maintain confidentiality and data protection standards when collecting and handling sensitive information
• Report any issues, inconsistencies, or challenges in data collection to the supervisor.

Support post-distribution monitoring (PDM), needs assessments, and other MEAL-related activities as required.

       3.2 Community Mobilization & Engagement

• Engage with community members to explain the purpose of data collection and project activities in a clear and respectful manner.
• Support awareness-raising activities (e.g. hygiene promotion, service information) when needed.
• Facilitate communication between WHH and communities, ensuring feedback and concerns are properly conveyed.
• Assist in identifying vulnerable individuals and households and refer them to the relevant team when necessary.
• Promote inclusive participation, ensuring women, men, youth, elderly persons, and persons with disabilities are appropriately engaged.

4. Protection Mainstreaming

• Identify and refer vulnerable individuals to appropriate services
• Promote inclusive, respectful, and non-discriminatory engagement with all beneficiaries
• Support safe and appropriate interaction with women, children, elderly persons, and persons with disabilities

5. Reporting Line

Enumerators will report directly to the Field Team Leader or Program Manager and will work in close coordination with relevant sector staff and the MEAL focal point.

6. Code of Conduct & Safeguarding

All Enumerators are required to adhere to WHH Iraq policies and standards, including:

• Compliance with WHH Code of Conduct and Prevention of Sexual Exploitation and Abuse (PSEA) policies
• Respect for confidentiality and protection of personal data
• Commitment to treating all individuals with dignity, respect, and without discrimination
• Zero tolerance for any form of exploitation, abuse, or misconduct
• Obligation to immediately report any safeguarding concerns through established channels

7. Assignment Terms:

• Engagement will be on an emergency basis, with flexible hours as required
• Enuemrators may operate in high-risk or unstable environments.
• Limited mobility depending on security situation
• Roles and responsibilities may evolve based on operational priorities

8. Support Provided by WHH

WHH will provide the following support to enumerators, in line with organizational policies and available resources:

• Orientation and training on data collection tools, methodologies, community engagement, and protection principles.
• Provision of necessary data collection tools and materials (e.g. questionnaires, mobile devices where applicable, identification badge/vest).
• Technical supervision and guidance from field staff and the MEAL team throughout the assignment.
• Daily Allowance (DA) to cover transportation and communication fees during active field deployment, in accordance with WHH policies.
• Safety and security briefings, including guidance on operating in field and emergency contexts.

9. Duration and Modality

• Enumerators will be engaged on an on-call basis
• Deployment duration may vary from a few days to several weeks depending on needs
• Volunteers must be available for deployment within 24–48 hours upon activation

 10. Required Commitment

will be determined based on operational needs and emergency response requirements. Enumerators are expected to work based on need, depending on field activities and deployment conditions. Flexibility is required due to the nature of emergency operations.

11. Benefits

During active deployment, Enumerators will receive a daily allowance payment in accordance with WHH policies.

 

 

• Minimum secondary school education; diploma or university degree in a relevant field (e.g. social sciences, statistics, public health, or related disciplines) is an asset.
• Previous experience in data collection, surveys, or assessments is strongly preferred.
• Familiarity with data collection tools (e.g. KoBoToolbox, ODK, CommCare, or similar) is an advantage.
• Basic digital literacy, including the ability to use smartphones or tablets for data entry.
• Strong communication and interpersonal skills, with the ability to engage effectively with diverse communities.
• Fluency in Arabic and/or Kurdish is required; knowledge of additional languages (e.g. Persian) is an asset.
• High level of attention to detail and commitment to data accuracy and quality.
• Ability to work under pressure in challenging and potentially insecure environments.
• Demonstrated commitment to humanitarian principles, including respect for diversity, inclusion, and confidentiality.
