Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Officer for Environment Division, ASEAN Socio-Cultural Community Department.

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head of Environment Division, the Officer shall be responsible to:1.    Provide technical and administrative support to the ASEAN bodies with respect to Meetings:
    • Provide the relevant documents for the Meetings.
    • Coordinate Meeting logistics with the Host Country.
    • Assist in the rapporteuring works in the Meetings.
    • Coordinate the follow-up actions and decisions.

    2.    Provide administrative support with respect to design, implementation and monitoring of programmes and/or projects in the area of environment:

    • Assist in conceptualising/formulating, appraising, implementing and monitoring programmes/projects.
    • Maintain an information system on the programmes and projects (e.g. implementation progress and financial status).
    • Maintain communication and coordination with project proponents, implementing agencies, and dialogue/development partners in the formulation/preparation, implementation and monitoring of the projects.

    3. Facilitate the communication and coordination among ASEAN Member Stated under relevant bodies and external partners:

    • Facilitate communication among Member States and external partners on environment.
    • Prepare background papers, briefs, reports and updates, and provide substantive inputs concerning environment matters to relevant Division/Sectoral Bodies as necessary.
    • Oversee and manage the ASEAN Environment Knowledge Hub.
    • Represent the ASEAN Secretariat and serve as a resource person when needed.
Qualifications
    • Advanced university degree (Master’s or equivalent degree) in Environmental Studies, Natural Resource Management, Forestry, or an appropriate related field or discipline; or Bachelor degree with a minimum two (2) years relevant work experience in public policy, research, and project management.
    • Demonstrated familiarity and experience with global/regional and emerging issues such as climate change, coastal and marine environment including marine debris pollution, urban sustainability and circular economy.
    • Good research and analytical skills, with demonstrated ability to, plan/conceptualize ideas, and organise tasks and work flows.
    • Good English writing/drafting skills, e.g. for the preparation of meeting reports, media releases, statements/declarations,  etc.
    • Proven skills in problem solving in a complex organisational environment.
    • Proven ability for accuracy under stress condition and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices in multi-cultural environment.
    • Good interpersonal communication skills including the ability to establish and maintain smooth and effective communication and coordination through both formal and informal platforms.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willing to travel frequently on short notice.
    • English proficiency and computer literacy are pre-requisites for this position.
