Position description

The Office of Environment in the International Civil Aviation Organization (ICAO) is responsible for advancing efforts to define and promote policies and Standards for environmentally sustainable aviation, managing a portfolio that includes aircraft noise, local air quality, global climate change, clean energy and sustainable aviation fuels, adaptation, circular economy, and a global market-based measure for international aviation. The Office of Environment also leads the Organization’s efforts on green innovation for mitigation and adaptation. This position is situated in the Environmental Standards Section (ES) within the Air Transport Bureau (ATB), environment Branch (ENV) in ICAO. ES is responsible for the development of Standards and Recommended Practices (SARPs), conducting quantitative studies and assessment of environmental benefits, and providing guidance on aircraft noise, aircraft engine emissions (local air quality), and aeroplane CO2 emissions. The Section maintains all volumes of Annex 16 – Environmental Protection and databases on aircraft noise, aircraft engine emissions, and aeroplane CO2 emissions, and provides support to the Assembly, the Council, the Air Navigation Commission (ANC), the Climate and Environment Committee (ATC) and the Committee on Aviation Environmental Protection (CAEP). The Environment Officer (ACT-SAF) reports directly to the Chief, Environmental Standards (C/ES) and will serve as a technical expert in ICAO ACT-SAF programme. The Environment Officer will manage the ICAO technical work related to the ICAO ACT-SAF Programme.

Responsibilities

  • Function 1 (incl. Expected results) Leads the implementation of the ICAO ACT-SAF programme, achieving results such as:
    • Coordinate the execution of specific ACT-SAF projects, including feasibility studies, business implementation analysis, and SAF certification support initiatives;
    • Lead the work of ICAO consultants developing ICAO ACT-SAF projects;
    • Review the technical outputs of the ICAO ACT-SAF projects and training materials;
    • Assess data and develop metrics to monitor the effectiveness of the ICAO ACT-SAF projects;
    • Compile data on emissions reductions measures identified with the ACT-SAF projects;
    • Coordinate with ACT-SAF partners, identifying support needs and proposing tailored support projects;
    • Identify and coordinates the establishment of partnerships between ICAO ACT-SAF Partners and relevant stakeholders;
    • Support the initiatives of ICAO ACT-SAF Partners in the development of policies and SAF supply chains in ICAO Member States.
  • Function 2 (incl. Expected results) Leads ICAO initiatives to promote the latest information from the ACT-SAF Partners, achieving results such as:
    • To develop ACT SAF outreach materials and websites on the LTAG monitoring results, including through participation in external meetings in coordination with other ENV Officers;
    • Organize the ICAO ACT-SAF series of training events, coordinating with relevant experts in the area;
    • Coordinate the maintenance of the ICAO ACT-SAF platform of implementation support initiatives;
    • Develop and update ACT-SAF guidance materials, such as the ACT-SAF Templates and guidance for SAF feasibility studies and business implementation reports.
  • Function 3 (incl. Expected results) Leads ICAO initiatives to analyze progress on the implementation of the ACT-SAF projects and follow up initiatives, achieving results such as:
    • Coordinate with ACT-SAF partners from ICAO Member States and aviation stakeholders that received support through specific ACT-SAF projects;
    • Identify and consolidate best practices and lessons-learned from the projects;
    • Identify next steps and follow up initiatives, providing vision for the ACT-SAF initiative;
    • Identify new partners for the further development of ACT-SAF projects;
    • Contribute to major ICAO events, such as the LTAG Stocktaking;
    • Provide the vision to connect the ACT-SAF programme to the future development of the ACT-LTAG programme, liaising with relevant officers.
  • Function 4 (incl. Expected results) Performs other related duties, as assigned.

Education

Essential:

  • An advanced-level university degree (Master’s degree or academic equivalent) in engineering, economics, environment, or a related field, is required. A first-level university degree in combination with two (2) additional years of qualifying experience in engineering, economics, environment, or a related field, maybe be accepted in lieu of the advanced university degree.

Work Experience

Essential:

  • A minimum of seven (7) years of experience in aviation and environment matters, is required;
  • Solid experience in aviation and environmental work, including capacity-building and assistance projects (such as ACT-SAF), and CORSIA, is required;
  • Experience in managing multi-stakeholder international aviation projects, is required;
  • Experience of managing data and monitoring and reporting CO2 emissions reductions, is required;
  • Experience in supporting the organization of international meetings, is required;
  • Experience interacting with aviation officials, is required.

Desirable:

  • Experience with analysis of international policy related to aviation and/or environment, is desirable.

Languages

Essential:

  • Fluent reading, writing and speaking abilities in English.

Desirable:

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
