The International Civil Aviation Organization (ICAO) is a UN specialized agency, established by States in 1944 to manage the administration and governance of the Convention on International Civil Aviation (Chicago Convention). ICAO works with the Convention’s 191 Member States and industry groups to reach consensus on international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector. These SARPs and policies are used by ICAO Member States to ensure that their local civil aviation operations and regulations conform to global norms, which in turn permits more than 100,000 daily flights in aviation’s global network to operate safely and reliably in every region of the world. In addition to its core work resolving consensus-driven international SARPs and policies among its Member States and industry, and among many other priorities and programmes, ICAO also coordinates assistance and capacity building for States in support of numerous aviation development objectives; produces global plans to coordinate multilateral strategic progress for safety and air navigation; monitors and reports on numerous air transport sector performance metrics; and audits States’ civil aviation oversight capabilities in the areas of safety and security.
Org. Setting and Reporting
The Office of Environment in the International Civil Aviation Organization (ICAO) is responsible for advancing efforts to define and promote policies and Standards for environmentally sustainable aviation, managing a portfolio that includes aircraft noise, local air quality, global climate change, clean energy and sustainable aviation fuels, adaptation, circular economy, and a global market-based measure for international aviation. The Office of Environment also leads the Organization’s efforts on green innovation for mitigation and adaptation. This position is situated in the Environmental Standards Section (ES) within the Air Transport Bureau (ATB), Environment Branch (ENV) in ICAO. ES is responsible for the development of Standards and Recommended Practices (SARPs), conducting quantitative studies and assessment of environmental benefits, and providing guidance on aircraft noise, aircraft engine emissions (local air quality), and aeroplane CO2 emissions. The Section maintains all volumes of Annex 16 – Environmental Protection and databases on aircraft noise, aircraft engine emissions, and aeroplane CO2 emissions, and provides support to the Assembly, the Council, the Air Navigation Commission (ANC), the Climate and Environment Committee (CEC) and the Committee on Aviation Environmental Protection (CAEP). The Environmental Officer (LTAG Monitoring and Reporting) reports directly to the Chief, Environmental Standards (C/ES) and will serve as a technical expert in LTAG Monitoring and Reporting. The Environment Officer will directly support the coordination of work related to Monitoring and Reporting aspects of the ICAO Long-Term Aspirational Goal (LTAG) and assist in analytical work related to environment. The incumbent will primarily work on the development of the LTAG Monitoring and Reporting methodology, and related databases and platforms.
Responsibilities
Function 1 (incl. Expected results) Manages tasks related to the implementation of the ICAO Long-Term Aspirational Goal on net zero carbon emission by 2050, achieving results such as: • Lead ICAO LTAG- related activities on Monitoring and Reporting of the CO2 emissions reductions from technology, operations, and fuels. • Support the work of CAEP in the development of a methodology for the Monitoring and Reporting of CO2 emissions reductions. • Assess data and develop metrics to monitor and report CO2 emissions reductions. • Assist in managing the work of CAEP on the LTAG Monitoring and Reporting CO2 emissions reductions; and • Support the work of the CAEP LMR-TG (LTAG Monitoring and Reporting Task Group). Function 2 (incl. Expected results) Leads ICAO initiatives to promote the latest emissions reductions measures on technology, operations and fuels to reduce aviation emissions, achieving results such as: • Manage ICAO LTAG-related activities, projects, meetings and events (e.g. ICAO annual Stocktaking events); • Compile data on emissions reductions measures obtained with these activities. • To develop outreach materials and websites on the LTAG monitoring results, including through participation in external meetings, in coordination with other ENV Officers. Function 3 (incl. Expected results) Leads ICAO initiatives to analyze progress on the implementation of the latest emissions reductions measures on technology, operations and fuels, achieving results such as: • Develop a system to consolidate and analyze information from various sources, such as the ICAO environmental trends assessments, publicly available information from the CORSIA central registry, information from the ICAO tracker tools of innovations for reduction of aviation CO2 emissions, and other available data sources, in coordination with other related ICAO officers. • Identify and lead the resolution of data gaps, and possible solutions. • Identify and lead the resolution of external data sources, and coordination with related institutions. Work Experience
Essential: • A minimum of seven (7) years of experience in developing databases using various software, is required. • Six (6) years of experience in the development and update of tools associated with the calculation of carbon emissions, aviation performance assessment, fuel savings, environmental benefits, and assessments methods, is required. • Solid experience in aviation and environmental work, including capacity-building and assistance projects (such as ACT-SAF), and CORSIA, is required. • Experience of managing data and monitoring and reporting CO2 emissions reductions, is required. • Experience in supporting the organization of international meetings, is required. • Experience interacting with aviation officials, is required.
