Position Summary:

CEMML is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. This position is a NEPA practitioner in the Environmental Impact Analysis Process (EIAP) Division at the Air Force Civil Engineer Center in San Antonio, TX. Position provides support to government staff and management of EIAP projects including Environmental Impact Statements (EISs) and Environmental Assessments (EAs) from programming and validation through funding, execution via contracts, and completion of decision documents.

This is a program management position responsible for coordinating with installations, Major Commands, HQ AF, AFCEC leadership, subject matter experts throughout the Department of the Air Force (DAF), Cooperating Agencies such as Federal Aviation Administration and National Parks Service, other federal agencies including US Fish & Wildlife Service, state agencies including State Historic Preservation Offices, Tribal entities, and the public to ensure completion of EIS and EA documents in accordance with technical, legal, policy, and security requirements.

Individual is responsible for management of project scopes, technical rigor in impacts analysis, cost control, and regulatory compliance. Individual must possess excellent written and verbal communication skills and the ability to manage complex projects with varied stakeholders, review and edit technical documents, and lead and problem-solve with minimal supervision.

Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.

Required Qualifications:             

  • Bachelor’s Degree in Natural Resources, Biological Sciences, Anthropology, Archaeology, Community Planning, Environmental Management/Policy, Engineering, or related fields
  • Demonstrated experience responding in a management capacity to regulatory requirements pursuant to the National Environmental Policy Act (NEPA)
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position
