JOB SUMMARY
Highly professional and administrative position responsible for developing and building outreach programs, establishing internal and external partnerships, and acquiring funding support to enhance Charlotte County’s strategy for building resilient communities, economy, and public services.
ESSENTIAL JOB FUNCTIONS
- Coordinates with County Administration and Department Leadership Teams to assure alignment in process and direction for planning efforts that incorporate climate change and environmental resiliency.
- Develops, interprets, and implements policy/planning mechanisms that enhance infrastructure resiliency for future climate and sea level rise impacts.
- Represents Charlotte County on interagency regional climate consortiums.
- Identifies opportunities to develop environmental resiliency-related activities with local partners.
- Acts as subject matter expert with County personnel and the public to identify community needs related to environmental improvement and resiliency.
- Identifies proposed, pending, and active legislation related to resiliency and water management.
- Works with the County Legislative Manager on legislative initiatives.
- Develops communication strategies to inform Elected Officials/Board of County Commissioners, County personnel, and the public of activities, legislation, and planning related to issues concerning environmental resiliency and water quality.
- Assists in identification and coordination of public-private partnerships in support of enhancing community resiliency and water quality protection.
- Assists in the development and execution of public outreach programs related to climate resiliency, water quality, and environmental protection.
- Coordinates with county grants managers to Identify appropriate grant opportunities to enhance the county’s water quality and environmental resiliency programs, as well as assist in drafting and submitting grant applications.
- Track and complete all relevant grant reporting requirements, ensuring grant reporting deadlines are met with acceptable submissions.
- May serve as liaison to county departments and vendors to provide technical guidance and clarification on contract requirements, and to direct funding compliance issues for investigation and resolution.?
- May assist with all aspects of contract, grant and agreement management and compliance.?
- May assist in preparing and submittal of Requests for Proposals (RFP), scopes of work, sub awards/subcontracts, bids, and other procurement information.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.?
Min. Education, Licenses and CertificationsEducation and Experience:
An equivalent combination of relevant training, education and experience:
- Bachelor’s Degree
- Preferred:
- Natural sciences
- Environmental Sciences
- Preferred:
- Two (2) years of experience in environmental research, compliance, or policy.
- Preferred:
- Experience specializing in policy and planning related resiliency and climate change to include vulnerability assessments and adaptation planning.
Licenses and/or Certificates:
- Must maintain a valid driver’s license.
Knowledge, Skills and Abilities
- Considerable knowledge of mitigation and resilience planning; land use/general planning; mitigation and adaptation strategy identification; risk assessment; climate hazards; federal/state funding mechanisms; federal and state climate, resilience, emergency management policies and programs, best practices and standards.
- Knowledge of federal and state grant programs and the fiscal procedure required.
- Knowledge of County government structural and functional organization and department interrelationships.?
- Excellent leadership, communication, organizational and collaboration skills.
- Knowledge of the principles and practices of budgeting, finance and grants management, application to compliance.
- Advanced skills in verbal and written communication to include advanced technical writing skills.
- Skill in Microsoft Office Word, PowerPoint, and Excel.
- Skill in multi-tasking, problem solving, planning, organization, and decision-making.
- Ability to operate a motor vehicle.
- Ability to plan and direct the work of others through a dotted-line relationship for County Staff assigned to County Departments.
- Ability to interact effectively, establishing good working relationships with staff, other County organizations, agencies, state officials, consultants, contractors, and the public.?
- Ability to author reports, business correspondence, and procedure manuals.
- Ability to conduct project presentations to public and professional organizations.
- Ability to perform complex work assignments with guidance within established policies, procedures, and practices.
- Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

PHYSICAL DEMANDS
Stooping, crouching, walking, pulling, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception, wading. Occasional lifting of up to 25 pounds.
WORK ENVIRONMENT
Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This position requires some exposure or risk related to physical and/or mental health and safety (e.g., exposure to environmentally hazardous materials, heavy equipment, assault and battery, pathogens, etc.).
