Environmental Policy Analyst

Background

OSF supports consideration and resolution of national domestic policy issues, provides support to the regional fishery management councils (councils), manages fisheries for Atlantic highly migratory species, and works with federal partners to ensure the safety of seafood sold in the United States. OSF is a headquarters office and works closely with the five NOAA Fisheries regional offices and six science centers and in partnership with the councils, interstate marine fishery commissions, and states to ensure U.S. fisheries are sustainably managed. OSF also engages the fishing industry (both commercial and recreational) seafood dealers, environmental groups, other federal agencies, and academia to ensure sustainable fisheries and sustainable economies and healthy and nutritious shellfish and finfish.

Having high attention to detail and the ability to manage short project timelines are critical skills for this position. Potential candidates must also possess the curiosity and ability to find solutions and resolve issues based on available resources and also have strong client and team communication skills. Applicants must be able to operate independently, manage their own work schedule, and dedicate blocks of time for uninterrupted focus.

Work is anticipated to be conducted remotely and is full-time (40 hours per week, Monday through Friday). During workdays, candidates must be able to respond to all communications within 24 hours and conduct calls and meetings as necessary during normal business hours. Beyond the communication requirements, work hours are extremely flexible. Some travel to in-person meetings may be required.

Duties

The employee will perform a variety of tasks. Specific tasks are expected to include the following:

• Technical Writing and Editing: write and update technical documentation as needed. This includes editing documents per The Office of Federal Register standards.
• Data Management and Access: provide support in all aspects of data management, retrieval, inventory, accessibility, and archival. This includes conducting inventory, providing metadata, and performing any other tasks required to comply with agency requirements
• Project Management Support: help NOAA Fisheries define and identify project milestones/phases/dependencies, monitor and communicate project progress, provide information about budget/resource needs, and provide general project management and/or administrative support
• Business Process Improvement: determine operational objectives, study mission goals, evaluate current business processes, and recommend improvements
• Liaise with the Office of Chief Information Officer to ensure policy compliance
• Record Maintenance of agency documents in accordance with Government Record Management Compliance
• Communicate with Regional Offices to ensure compliance with Procedural Directives, Taskers, and related materials
• Support in the development of national policy guidance for rulemakings to ensure the agency’s compliance with NEPA, MSA, MMPA, ESA, and other related environmental laws and regulations
• Create and manage reports to track NMFS regulatory actions to ensure accurate information is transmitted to NMFS leadership as well as the Department of Commerce General Counsel
• Support ongoing projects with short- and long-term goals with rotating levels of priority and adjust daily tasks accordingly

Required Qualifications

• Bachelor’s Degree from an accredited college or university in Natural Resources and Environmental Management, Geography, Oceanography, Marine Ecology, Political Science, or other relevant discipline.
• Experience working with federal environmental regulations
• Experience working with various federal, state, and local agencies, stakeholders, and clients
• Experience working collaboratively in an online team to ensure proper communication regarding deadlines and project directives
• Ability to effectively and efficiently work under tight deadlines and scheduled action dates
• Ability to effectively and efficiently work independently on record management and administrative tasks without prompting
• Demonstrated ability to synthesize complex information in writing and conduct data analysis
• Strong organizational, analytical, written, and verbal skills
• Proficiency in working with Adobe Acrobat, Microsoft Office Suite (Word, PowerPoint, and Excel), and Google Suite
• Candidate must be able to obtain a Public Trust Clearance which requires passing a thorough background check.
