About the South Bay Water Recycling Section

South Bay Water Recycling (SBWR) is one of Section in Water Resources Division of ESD. SBWR is the regional permit holder for recycled water in San José, Santa Clara and Milpitas, ensuring compliance with State regulations for recycled water quality and use. 

SBWR is a recycled water wholesaler to four retailers: San Jose Water Company, San José Municipal Water, City of Santa Clara, and City of Milpitas. Customers buy recycled water from the retailer in their location.

SBWR’s recycled water system consists of over 150 miles of pipeline, five pump stations, and 10 million gallons of storage in reservoirs. SBWR delivers more than four billion gallons of recycled water per year to more than 1,050 commercial customers, an average of 11 million gallons a day. 

Position Duties

The salary range for this role is $127,938.72 – $160,218.24. It includes the (5%) ongoing non-pensionable compensation pay.  The actual salary shall be determined by the final candidate’s qualifications and experience.   

The Department is seeking a responsible and dynamic individual to serve as Environment Program Manager (EPM) with strong programmatic and operational leadership skills, a skillful understanding of the technical and programmatic complexities of interpreting and applying a variety of regulations, and the ability to develop and lead new partnerships.

Responsibilities include, but are not limited to the following: 

  • Responsible for updating Recycling Water Rules and Regulations and ensuring program complies with State Regulations.
  • Provide oversight and management of retailer administration, revenue collection, data management, program audits and preparation of State required annual reports.
  • Responsible for managing SBWR Outreach Program and Recycling Water Site Supervisor Training Program.
  • Responsible for working with retailers and seeking grant opportunities.
  • Responsible for providing support for Inspection and System Compliance Programs.
  • Provide assistance in developing multiple budget estimates throughout the year, and adjustment of expense activity based on updated revenue projections.
  • Responsible for providing analyses of database solutions that will allow for optimized accounting of revenue, as well as other compliance activities. 
  • Provide assistance in implementation of SBWR annual workplan.

Minimum Qualifications

  • Education:  A Bachelor’s degree from an accredited college or university with major course work in environmental sciences, public or business administration, or a closely related field.
  • Experience:  Five (5) years of increasingly responsible experience in overseeing and administering complex environmental programs, including two (2) years of supervisory experience.
