What you will be doing:
The Prevention Preparedness and Response (PPR) program is looking for an Environmental Program Specialist 4, supervisor to join the Southeast Alaska Region team. Under the general direction of the PPR Southeast Regional Manager, this position leads five professional level Environmental Program Specialists who oversee PPR operations in the Southeast Alaska Region.
 
Our regional teams work with industry and stakeholders to prevent and prepare for spills. When a spill does occur, we ensure the cleanup protects Alaska through a combination of regulatory oversight and technical assistance. The Southeast Alaska Region has regulated fuel terminals, tank vessels, and barges as well as remote and rural villages that rely on diesel to heat and power their communities. Our work is challenging and rewarding and provides an opportunity to see Alaska during outreach, inspections, and spill responses while protecting human health and the environment.

The Prevention Preparedness and Response (PPR) program protects public health, safety, and the environment by preventing and mitigating the effects of oil and hazardous substance releases and ensuring their cleanup.
 
PPR staff are responsible for reviewing and approving industry contingency plans, conducting facility inspections, and evaluating response exercises ensures that regulated industry is working to prevent spills and is ready to respond. This position will serve as the Deputy State On-Scene Coordinator for Southeast Alaska and during spill response represents the State in the Incident Management Team ensuring the State’s expectations are met and concerns of the Alaskan people are addressed.

The working environment you can expect:
This position is based out of the Juneau DEC Office. While primarily an office job, expect scheduled travel to conduct facility inspections, participate in spill response exercises, and engage in community outreach.  

Spill response can require both planned and unplanned, emergency travel. Unplanned travel may include any of the communities of Southeast Alaska or state-wide to support emergency response in other regions. Most frequently, field work will be within the local road system of Juneau.

This position requires periodic after-hours on-call duty rotation (3-4 weeks/year). Emergency spill response can require work on nights, weekends, and holidays with possible changes in work times (day vs. night); longer shifts (12 hours and for periods of up to 2-weeks).  
Please note that we aim to keep schedules within a 40-hr work week. As possible, schedule flexibility is offered to offset work time outside of normal office hours.

Special Notice:

  • 40 Hour HAZWOPER Required (Can be obtained after hire)
  • Respirator fit testing Required (OSHA-Annual) (Can be obtained after hire)
  • Valid driver’s license is required
  • This position requires travel within the state, typically to communities within the Southeast Region. While infrequent, emergency response travel could happen at any time, including nights, weekends, and holidays, for periods up to two weeks in duration.
  • This position requires that while in the field you wear personal protection equipment, including, when required, a respirator to Level C responses.  
  • This position requires that you be available after-hours and on weekends for emergency spill response. Flexible schedule options are available to offset excess time worked after-hours.  

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the following competencies

  • Scientific Research – Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Compliance – Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Decision Making – Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Project Management – Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Equivalent to those typically gained by:

A bachelor’s degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience evaluating, documenting, and monitoring environmental and socio-economic impacts of changes in the built environment or applying environmental regulations and pollution controls for damage recovery or to protect or improve environmental quality.
