Job Description
This contract position will serve as an Environmental Review (ER) Historian on the ER team in the Historic Preservation Division of DCA. The ER Historian will process project review applications for database entry, routing, and file management. They will primarily review U.S. Department of Housing and Urban Development (HUD) projects for National Register of Historic Places (NRHP) eligibility and effects determinations for Section 106 compliance and similar/related state and federal laws. They will utilize Section 106 program alternatives such as programmatic agreements and program comments to facilitate the review process. They will assist in resolving adverse effects, including negotiating and reviewing agreement documents. Additionally, they will provide interagency liaison support, technical assistance, and information to the public, along with giving presentations and conducting meetings and site visits as necessary. Furthermore, they will provide ER program reporting and assist in managing program files in accordance with established procedures. Finally, they will advise the ER Program Manager, HPD Office Directors, Historic Preservation Division Director, and other agency officials on ER-related issues and projects. As necessary, they will support other HPD program areas and support and participate in special projects.
Duration
This position is funded through Disaster Recovery funds, as such it is subject to the funding provided under disaster relief efforts, specifically from HUD. Initial position period will be up to a year and a half, with the intent to continue through at least 2032.
Minimum Qualifications
Bachelor’s degree in architectural history or historic preservation or a closely related field from an accredited college or university and one year of experience in a directly related field.

Bachelor’s degree from an accredited college or university and two years of experience in an equivalent position.
Preferred Qualifications
Preference may be given to applicants with a Master’s degree in Historic Preservation, Architectural History, or Architecture in combination with minimum qualification educational requirements or other multiple degree combinations including disciplines from both minimum and preferred qualifications lists and one or more of the following:
Working Conditions
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
