NRC Libya has been awarded funding from the German Development Bank (KFW) to implement a three-year project focused on “Promote the resilience of conflict affected and vulnerable communities in Libya through legal protection support, rehabilitation of damaged houses and public infrastructure and productive capacity building to earn their livelihood”. NRC is developing an Environmental and Social Management Framework (ESMF) to ensure that the adequate level of environmental and social (E&S) management measures are in place prior and during the implementation of activities. The Environmental and Social Safeguarding (ESS) Coordinator main role and responsibilities are the administration, mainstreaming, coordination and monitoring, of the ESMF and its implementation.
Responsibilities
Generic Responsibilities
- Compliance with and adherence to NRC policies, guidelines/handbooks, and E&S safeguarding donor requirements.
- Technical lead on all aspects related to the implementation of the ESMF, including where needed the development/update of technical guidelines related to E&S safeguarding and in line with E&S standards and processes laid out in the project’s ESMF.
- Monitor and quality control of all required environmental and social mitigation measures set out in the E&S safeguarding instruments (Stakeholder Engagement Plan, E&S Management Plans (ESMP), E&S Code of Practice, etc.) for sub-projects, and compile regular reporting as agreed with the donor (incl. on grievances mechanism and incident reporting).
- Training of NRC personnel on E&S safeguards and coordinating environmental and social commitments and initiatives across the project’s geographical locations.
- Overall Coordination and liaison with the donor’s E&S focal point (no-objections, reporting, etc.). Coordinate with internal and external departments/stakeholders to complete the checklists and relevant annexes.
Specific Responsibilities
- Develop assessment plans and lead E&S screening for sub-projects in coordination with external stakeholders and NRC staff.
- Undertake environmental and social risk categorization of sub-projects, working closely and with input from the Project Managers, seek the necessary no-objections.
- Responsible for escalating any significant changes to the risk categorization to the donor’s E&S focal point. Responsible for the regular E&S progress reporting and any other E&S ad-hoc reporting agreed with the donor.
- Responsible for developing relevant site-specific environmental and social risk management instruments (i.e., ESMP, ESCOP, E&S guidelines) in collaboration with NRC staff.
- Training of NRC staff and affiliated entities/contractors on the ESMF process, tools and documentation.
- Support field teams in the implementation of the E&S mitigation measures
- Develop work plans and follow up on progress in the implementation of the ESMF requirements in coordination with area offices.
- Manage record keeping for all E&S related documentation on NRC’s filing tree and collection of lessons learned.
- Responsible for E&S support to NRC staff and contractors, including the assessment of their E&S capacity, training of key staff, technical support and guidance prior/during project implementation.
- Undertake monitoring of sub-projects, including through spot checks, to ensure that proposed mitigation measures are implemented according to the agreed E&S management plans and quality.
- Provide technical support to include all E&S mitigation measures in tender packages, including participation in relevant BID Committees
- If required, support with the renewable energy component developing specifications, inspection checklists, and providing technical support in tender processes related to solar power installations.

- Community engagement and assessments: Municipalities, local actors, and beneficiaries.
