The Environment and Natural Resources and Blue Economy Global Practice (ENB GP): The ENB GP has been established to deliver on the opportunities, benefits and outcomes offered by enhanced management of the environment and natural resources! One specific ENB GP responsibility is to support effective environmental risk management, and to ensure good environmental management across our work in part through the implementation of the Bank’s environmental policies and its Environmental and Social Framework (ESF).
ESF brings the World Bank’s environmental and social (E&S) protections into closer harmony with those of other development institutions and makes important advances in areas such as transparency, non-discrimination, social inclusion, public participation, and accountability – including expanded roles for grievance redress mechanisms. The framework helps to ensure social inclusion and explicitly references human rights in the overarching vision statement!
This position is based in New Delhi, India and focuses on pollution management, environmental risk management and particularly air quality management (AQM). Air pollution in India is a multi-sector and multi-jurisdictional challenge. It has originally been tackled by a city-by-city approach, but poor air quality in Indian cities is driven not only by urban sources, such as transport, industry, and power generation, as is common in other countries, but also by a range of rural sources outside the cities, and sources beyond state borders. It is well known that crop residue burning in Punjab and Haryana affects air quality in the NCR (National Capital Region) but other agricultural sources (e.g. fertilizer and livestock manure) may contribute more to high air pollution. In Kanpur, a city in Uttar Pradesh, 50 percent of air pollution is contributed by sources that lie outside the city boundary, and some outside the boundary of the State. This a general situation with many cities in India. Within India the most severely polluted region is the vast and high populated Indo-Gangetic Plain (IGP) (comprising of Punjab, Haryana, Delhi, Chandigarh, Uttar Pradesh, Bihar, West Bengal, and Jharkhand). Uttar Pradesh and Bihar are additionally home to India’s largest contiguous population of households with incomes below the poverty line.
Together with the Ministry of Environment, Forest and Climate Change (MoEFCC) and particularly the Departments of Environment, Forest and Climate Change in IGP states, the World Bank has developed a large AQM program that intends to substantively improve air quality throughout IGP by the early 2030s through a combination of lending, technical assistance and concessional grant finance. The program also includes AQM activities in Bangladesh, Nepal and Pakistan.
The ENB GP in South Asia seeks to recruit a highly skilled Environmental Specialist who would work as part of various task teams involved in developing (preparing) and providing implementation support to World Bank-financed projects/activities, particularly on AQM. The Environmental Specialist will report to the ENB Practice Manager for the South Asia Region (SAR) and work as part of the World Bank India Country Unit.
Duties and responsibilities:
  • Contributing to the broader work of ENB GP on improving environmental sustainability; and identifying and pursuing innovative approaches including contributing as part of task teams providing expert guidance and advice to borrowers/counterparts from project conceptualization, preparation of detailed project reports, development of implementation plans, appraisal, implementation and completion of projects related to (a) pollution management (in particular air) (b) pollution prevention and management (c) environmental management and others as needed.
  • Support environmental policy dialogue with India government and other stakeholders, with a strong focus on Air Quality Management (AQM). While India is main targeted client, support may also be provided to the neighboring SAR countries like Bangladesh, Nepal and Pakistan (Indo Gangetic Plain) and to advance collaboration between the countries on AQM in the context of the regional engagement of the World Bank on AQM.
  • Support the development and implementation of environmental operations, technical assistance, or analytical work, including the preparation and supervision of missions.
  • Contributing to relevant analytical work in the areas of AQM in India and at regional levels.
  • Participating in portfolio reviews, analytical activities, and project preparation and implementation in the environment sector, as and when required.
  • Disseminate/Support dissemination of lessons learned and best practices from specific Bank projects/activities for research, knowledge and learning purposes.
  • Contribute to a variety of written products and communications, including components of major reports (Briefs, Analytical Notes, Aide Memoires, Project Concept Notes, and Project Documents), as well as drafts other technical working papers for wider circulation.
  • Work closely with colleagues in other Bank Global Practices working in India and more broadly on the IGP airshed.
  • Collaborating with WBG staff across regions and across sector boundaries and seeking opportunities for knowledge sharing.
  • Support and expand building relationships and facilitate effective communication with other development partners, NGOs, the private sector, and other collaborators.
Selection Criteria:
  • Advanced degree (Master’s or PhD) in Environmental management, public policy, or other relevant disciplines (e.g., applied natural sciences).
  • 5+ years of proven, relevant professional experience in the environment/pollution management field.
  • •Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.
  • Deep knowledge of environmental and pollution management issues, policies, and institutions in developing country contexts.
  • Ability to follow up multiple work-streams simultaneously.
  • International experience is an advantage; experience in developing countries / emerging economies is a strong advantage. Ability and willingness to travel frequently, including to developing countries and possibly remote, fragile and conflict affected areas, is required.
  • Ability to work well with a range of stakeholders, including project-affected parties, government officials, non-governmental organizations / civil society, and project investors and their staff.
  • Sound knowledge of United Nations Framework Convention on Climate Change, Intergovernmental Panel on Climate Change GHG accounting methodologies, or similar standards, and other international agreements and conventions related to climate change and AQM is an advantage.
  • Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
  • Excellent inter-personal and team leadership skills and ability to easily interact with people of different backgrounds and seniority inside and outside the World Bank, including clients and partners.
  • Excellent writing and communication skills in both local language and English are required. Knowledge of other languages will be an advantage.
  • Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively across boundaries.
  • A drive for results while working with limited supervision and under tight timelines.
