CONDITIONS OF EMPLOYMENT:

  • New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  • New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. 
  • The Department of Military Affairs is paid on a monthly basis.
  • This position is a Cooperative Agreement position.

  • Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

MINIMUM REQUIREMENTS:

  • A Bachelor’s Degree from an accredited College or University in Environmental Science or a science related field AND Two (2) years of experience as an Environmental Specialist or related field; OR
  • An Associate’s Degree from an accredited College or University with major coursework in Environmental Science or a related field AND Four (4) years of experience as an Environmental Specialist or related field; OR
  • A High School Diploma AND Six (6) years of experience as an Environmental Specialist or related field. 
  • Must currently possess or be able to obtain a State of Florida Public Land Pesticide Applicator License with the Natural Areas Label within One (1) year of employment. 
  • Must currently have or be able to complete training for National Wildfire Coordinating Group (NWGC) Firefighter Type 2 (FFT2 Basic Crewmember 130/190) within One (1) year of employment. 
  • Must currently possess and maintain a valid Florida Driver’s License. 

PREFERRED QUALIFICATIONS:

  • Currently possesses a State of Florida Public Land Pesticide Applicator License. 
  • Trained as a National Wildfire Coordinating Group (NWCG) Firefighter Type 2 (FFT2 Basic Crewmember 130/190). 
  • Currently possesses a State of Florida Certified Burner’s Number.

DUTIES AND RESPONSIBILITIES:

  • Act as subject matter expert for natural resources management projects regarding acreage-level natural community and ecosystem restoration and maintenance. This includes project planning, leadership, and execution; data collection, management, and analysis; contract scoping, oversight, and supervision; and administrative work in compliance with the Camp Blanding Integrated Natural Resources Management Plan (INRMP) through prescribed fire, mechanical and chemical application; and planning, budgeting/contracting, executing, and monitoring projects. Accomplishing the above will require fieldwork and administration of natural community surveys and assessments, invasive species identification and suppression, imperiled species policy compliance, teambuilding, technical writing, GIS and administrative data management, and project scoping and bidding.
  • Perform administrative, technical, and field tasks in support of the Wildland Fire Program as it applies to the Environmental Program, to include prescribed fire implementation, fire program objective identification and assessment, post-burn monitoring, and analysis of relevant data to assist with goal and project implementation as identified in relevant Master Plans and the Camp Blanding Candidate Conservation Agreement with Assurances (CCAA).  This includes manual interior ignition, prescribed fire support vehicle and light equipment operation, and assisting Certified Prescribed Burn Managers by providing program goals and recommendations during prescribed fire planning. 
  • Active participation in Conservation Program to assist primaries with required field and administrative processes regarding Camp Blanding’s Candidate Conservation Agreement with Assurances (CCAA) data collection and reporting, National Environmental Policy Act (NEPA) coordination/compliance, ensuring restoration projects are consistent with imperiled species requirements as dictated in installation management plans and Integrated National Resources Management Plan (INRMP) and ongoing/planned forestry operations, and documentation assistance and contribution for same.
  • Conduct monitoring and recommend protection management practices of known historic and cultural sites and resources on Camp Blanding. Act as Subject Matter Expert to provide guidance and recommendations to trainers and user groups conducting activities that have the potential to impact cultural areas. Act as the primary liaison with CFMO-ENV-CM regarding historic and cultural resource issues on the installation to include surveys, projects, and consultations. Ensure the historic and cultural resource records and data are accurate, including but not limited to GIS maps, records, and documents.
  • Respond as required in support of nuisance animal issues that impact training or operations of the post, to include direct response or appropriate FWC coordination.

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of northcentral Florida upland and wetland ecosystem conditions and health.
  • Knowledge of state and federally listed imperiled species found in the region and their associated habitat requirements.
  • Knowledge of basic prescribed fire operational techniques, tactics, and strategies.
  • Knowledge of wildland fire principles and terminology
  • Knowledge of chemical herbicide mixing, application, impacts, and safety.
  • Ability to effectively communicate.
  • Ability to establish and maintain positive and effective working relationships with others.
  • Ability to understand and interpret legal terminology used in permits, regulations, and policies.
  • Ability to plan, recognize and adapt failing plans, and to solve problems.
  • Ability to lift and carry loads of up to 40 pounds across uneven terrain for up to thirty minutes.
  • Ability to understand and interpret chemical product labels and Safety Data Sheets.
  • Skill in prescribed burning.
  • Skill with basic wildland fire ignition and suppression tools and equipment.
  • Skills in ESRI GIS software (ArcPro/ArcDesktop).
  • Skills with Microsoft Office suite of software (Word, Outlook, Excel, etc.).
  • Skill with 4-wheel drive vehicles.
