EOD Operator (EOD & IEDD)

12 Month Contract

Location: Global opportunities.

Salary: Competitive, dependent upon experience upon experience (international contract terms)

About us:

HALO is the leading global NGO addressing the impact and drivers of conflict in 28 countries and territories, with over 12,000 staff. Most of our staff are local employees and include a growing number of women. Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence, creating more durable solutions to support stability. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition, and working with both state and community actors to reduce the prevalence of armed violence. In recent years HALO has grown significantly. With our financial strength and strong partnerships with corporates, governments and private donors, HALO is uniquely positioned to help build more resilient and prosperous communities; better equipped to respond to the interconnected global challenges of war, climate change, disease, political and economic instability. As a result, the nature of our programming is diversifying to increase the impact we can have.

About the role

Our EOD Operators (EOD & IEDD) apply their expertise in high threat environments where you will be personally conducting EOD and IED disposal tasks as a Number 1 operator. The role will be part of our high performing Capability team. The role is initially for a 12-month contract but depending upon the operational situation, may be extended.

Reporting to the Global Chief Technical Adviser (EOD & IEDD), the EOD Operator (EOD & IEDD) provides operational support related to the disposal of explosive ordnance and improvised explosive devices. You will conduct EOD/IEDD operations in accordance with HALO Global EOD SOPs and Humanitarian IEDD SOPS; you will be trained on these during pre-deployment training conducted in both the UK and overseas. Note: You will be deployed as part of a HALO Programme and will report direct to the in-country HALO EOD tasking coordinator.

The successful individual will be an IMAS level 3+ and/or a relevant military EOD/IEDD qualified operator (from an internationally recognised school) with recent operational experience. You will be responsible for delegated EOD and IEDD disposal tasks from the in-country EOD Coordination cell. You will lead and be responsible for your own EOD team consisting of an EOD Assistant (IMAS level 3 qualified) and two support staff (for manual assistance, liaison, translation, driving and medical support). The EOD teams will be supported by centralised local labourers for sandbag filling and other tasks such as cordon control. The role will be unaccompanied.

Responsibilities:

  • Plan and deliver EOD and IEDD operations within your delegated area or individual EOD tasks.
  • Liaise with programme HQ staff and the EOD Coordination cell to arrange logistics, facilities, travel and other resources required for daily operations.
  • Ensure the welfare, safety and security of your EOD team.
  • Complete all necessary operational paperwork and reporting in compliance with SOPs and national policy.
  • Support the Programme HQ staff and EOD Coordination Cell with operational feedback, lessons identified, quality assurance advice and development of EOD/IEDD SOPs and training.

  • Provide advice to the Programme HQ staff and EOD Coordination Cell on the procurement of equipment and supplies for EOD and IEDD operations, including training aids.
  • Collaborate with the other HALO EOD teams and NGOs operating adjacent to your tasks when necessary.
  • Seek improvements to the efficiency, effectiveness and quality of HALO training.
  • Any other tasks required and defined by the Global Chief Technical Adviser, Programme HQ staff or EOD Coordination Cell. Assist with EOD/IEDD SOPs amendments.

  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.

  • Discharge duties and responsibilities under HALO’s health and safety procedures.
  • Carry out any other duties as directed to meet programme standards and operational requirements.
