Collaborating closely with designated epidemiologists within the region, the primary objective of this role is to bolster the World Health Organization’s (WHO) Eastern Mediterranean Regional Office (EMRO) response to health emergencies. The consultant will play a pivotal role in enhancing data management and analytics concerning public health events and emergencies, with a particular focus on addressing the ongoing crisis in Gaza, Sudan, and potential conflicts across the Eastern Mediterranean Region (EMR). The consultant will also support the capacity building of technical officers at different level in the field of epidemiology and data management & analysis.
The mission of WHO’s Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and other health emergencies and to provide effective relief and recovery to affected populations.
The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.
Output 1: Provide Technical Support for Data Management and Analytics in Gaza Surveillance Activities
Deliverables:
Deliverable 1.1: Develop automated data analysis tools and data visualization to bolster surveillance activities.
Deliverable 1.2: Contribute to the production of comprehensive situational reports for Gaza emergency, integrating diverse data sources and analysis.
Deliverable 1.3: Collaborate in crafting compelling presentations for Gaza emergency IMST.
Deliverable 1.4: Actively engage in pertinent meetings for Gaza emergency to ensure alignment and coordination of data management efforts.
Output 2: Strengthen Timely Data Management and Analysis for Regional Emergencies
Deliverables:
Deliverable 2.1: Efficiently input and meticulously verify emergencies data from Eastern Mediterranean Region (EMR) countries across diverse platforms such as DHIS2, ActivityInfo, and Xmart.
Deliverable 2.2: Aid in the development and dissemination of high-quality information products addressing regional emergencies.
Deliverable 2.3: Provide support for epidemiological analysis conducted by World Health Organization Country Offices (WCOs) to facilitate evidence-based decision-making.
Output 3: Foster Capacity Building for Epidemiology and Data Analysis
Deliverables:
Deliverable 3.1: Contribute to the creation of training materials tailored to enhance epidemiology and data analysis capacities.
Deliverable 3.2: Lead the coordination and execution of training activities, ensuring their relevance and effectiveness.
Deliverable 3.3 Facilitate interactive and engaging training sessions to impart technical knowledge and skills effectively.
Deliverable 3.4: Document all phases of the training process, including feedback and outcomes, to facilitate continuous improvement.
Deliverable 3.5: Translate essential resources like the R handbook for applied epidemiology and public health to ensure accessibility and inclusivity in capacity building efforts.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in medicine, epidemiology, public health, international health, or a related field from a recognized university.
Desirable: Advanced degree in Epidemiology or Public health
Experience:
– Experience required:
– 1 year of professional work experience at the national level in public health, epidemiology, or Information Management, either in the Public or Private sector or other relevant programs.
– Experience with health data management work, including data collection, cleaning, analysis, and report generation.
– Experience working in the UN or other international development organization.
– Desirable experience:
– Working experience with communicable diseases and their relation to public health in general.
– Experience with activated health clusters or other humanitarian coordination mechanisms.
– Experience in the design and implementation of information systems in humanitarian and complex settings.
Skills/Technical skills and knowledge:
Essential
– Excellent knowledge of Microsoft Office programs
– Excellent knowledge of statistical and data analysis software (R, STATA, Power-Bi)
– Excellent presentation and communication skills, with emphasis on writing skills. Others
– Demonstrated ability to work and produce results under pressure in critical situations.
– Excellent organizational and analytical skills.
– Excellent interpersonal skills
– Ability to summarize information from a diversity of sources in a clear and concise manner.
Languages and level required
Essential: Excellent Knowledge of English and Arabic Language.

7. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
