BACKGROUND

The Pacific is one of the world’s most disaster-prone regions, with Pacific Island Countries ranked among the most vulnerable to natural disasters due to rising sea levels and increasingly severe weather patterns caused by climate change. Eight of the twenty states with the highest average disaster losses scaled by GDP are Pacific Island countries.

 

Building on its engagement in the Pacific since 2015, the World Food Programme (WFP) works with Pacific governments and partners to improve its capacity to reduce the risk of, prepare for and respond to disasters. All this is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications, food security, and data and cash preparedness. All this is done in close collaboration with national partners, including those who lead the national coordination mechanisms through training and ongoing engagement and support.

 

In the Pacific, WFP works with Pacific Island governments to strengthen national emergency preparedness and response institutional capacities, systems and programmes. WFP leads the Pacific Regional Logistics Cluster and co-leads the Vanuatu National Logistics Cluster.

ACCOUNTABILITIES/RESPONSIBILITIES

The EPR Supply Chain Officer will manage the logistics and supply chain activities and projects in Vanuatu under WFP’s Multi-Country Strategic Plan (2023-2028) for the Pacific. Under the direct supervision of the Head of Supply Chain of the WFP Pacific Multi-Country Office, the EPR Supply Chain Officer will collaborate with the Government of Vanuatu to define and implement specific action points, in line with recommendations from the 2022 Capacity Needs Mapping. The EPR Supply Chain Officer’s primary responsibilities are to support the Government of Vanuatu’s logistics counterparts in emergency preparedness and capacity-strengthening initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

Aligned with the two main Strategic Objectives of the Pacific Multi-Country Strategic Plan (Country Capacity Strengthening and Service Delivery), the following are the incumbent’s main responsibilities:

 

  • Following the outcomes of the 2022 Capacity Needs Mapping, continue engaging with the Government of Vanuatu to define and implement the recommendations for the short, medium, and long term.
  • Collaborate and assist the Senior Supply Chain Advisor when deployed temporarily to Vanuatu with the National Disaster Management Office (NDMO) and other responding agencies, business processes mapping.
  • When the national cluster system is officially activated, act as the Co-Lead of the National Logistics Cluster, assuring efficiency and clarity on the content and agenda of the cluster meetings, coordination and information management.
  • Lead an initial mapping, review, and update, if required, of the Standard Operational Procedures for the National Logistics Cluster.
  • Identify, consult, and animate the Pacific Logistics Cluster (PLC) community or partners in Vanuatu and ensure their concerns, challenges, and experiences are presented when relevant at the PLC coordination meetings.
  • Actively and systematically monitor and analyze the overall context in Vanuatu and act as a focal point for information gathering and consultation for WFP, linking with the appropriate unit and officer in Fiji.
  • Be the first line of response when emergencies are anticipated to impact Vanuatu. Acting, if requested by the Government of Vanuatu and authorized by Senior Management in Fiji, as surge capacity and be embedded as part of the national response team.
  • Plan, coordinate, and conduct the Logistics Capacity Assessment for Vanuatu. Sections can be updated partially and frequently when significant changes are spotted or identified.
  • Engage with other UN agencies in Vanuatu, like UNICEF, to learn about their logistics and supply chain initiatives and challenges.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

Master’s degree in Transport Economics, Supply Chain, Logistics, Emergency, and Disaster Management, or other related fields; or a Bachelor’s degree in one of the above disciplines with additional years of relevant experience.

Experience:

  • Three to five years of relevant experience and three years of progressively responsible relevant professional experience in logistics and/or supply chain operations.
  • Experience working with Governments for effective capacity strengthening.
  • Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, community-based organizations and the private sector.

Desirable Experience

  • Experience working with or for National Disaster Management Offices and teams.
  • Experience in business processes mapping and optimization.

KNOWLEDGE AND SKILLS

  • Solid understanding of logistics and supply chain processes in the humanitarian context and Logistics Cluster mechanisms.
  • Proven ability to conceptualize, develop, plan and manage programs.
  • Strong interpersonal skills and demonstrated ability to develop and maintain effective work relationships with stakeholders, partners and government counterparts.
  • Excellent written and oral communications and presentation/facilitation skills.
  • Self-driven and proactive with a high sense of accountability and results oriented.
  • Ability to work in a multi-cultural team and establish effective working relationship with people of different national and cultural backgrounds.
  • Ability to work under tight deadlines with minimum supervision.

Language:

Fluency in both oral and written communication in English and Bislama. A good working knowledge of French is desirable.
