Job Summary: This position investigates (internal and external) Civil Rights complaints. This includes preparing comprehensive investigative reports and composing the University’s position statements. Works collaboratively with the Office of General Counsel to respond to external complaints from the EEOC, FCHR, OCR, or other agencies. Develop and implement a case management plan for each reported complaint; and maintain a case management database to organize, manage, and track complaints. The position also facilitates discrimination and harassment training. Compiles annual equity and diversity reports such as the university’s Affirmative Action Plan and the Florida Equity Report.

This position is also responsible for managing the service and retirement program at the University.

This position reports to the Associate Vice President Human Resources.

Minimum Qualifications: Masters degree in an appropriate area of specialization; or a bachelors degree in an appropriate area of specialization and two years of appropriate experience.
Position Qualifications: Must have extensive knowledge of federal and state laws regulating employment, equal opportunity, and non-discrimination. At least four years of progressively responsible experience managing equal opportunity programs, investigating complaints, preparing employer’s position statements for internal complaints. Must be able to work collaboratively with the Office of General Counsel to respond to external complaints filed with the EEOC, FCHR, OCR, or other agencies. Must obtain and retain current knowledge of university policies and procedures. Must have the ability to interpret law, policies, regulations, and procedures and conduct investigations impartially. Must have excellent verbal and written communication skills and the ability to maintain confidentiality of sensitive/confidential issues. Must have excellent customer services skills. Must have strong computer skills and analytical and critical thinking skills.
Preferred Qualifications Four years of experience managing and investigating civil rights complaints and writing investigative reports. Demonstrated knowledge of federal and state employment laws, but specifically in equal opportunity and non-discriminations, as well as understanding of the federal and state equal opportunity employment agency complaint process. Three years of experience working with affirmative action plans. Experience developing and facilitating training to a large groups. Human Resources certification through either HRCI or SHRM. Strong computer skills in the MS Office Suite. Requires excellent communications skills, both verbal and written, and the ability to maintain confidentiality. Work assignments must be completed with a high degree of accuracy and confidentiality, while maintaining a professional attitude towards quality customer service.
Essential Functions / Job Duties:

  • 60% – Receives and reviews complaints and grievances of discrimination, harassment, and retaliation from campus community/ Conducts Equal Opportunity investigations and prepares comprehensive investigative reports. Explains University policy and procedure to potential complainants. Collaborates with the Office of General Counsel to respond to external discrimination charges by conducting investigations and to provide support in writing the University’s position statement. Develops and implements a case management plan for each reported complaint and maintains a case management database to organize, manage, and track complaints. – (Essential)
  • 10% – Provides direction and services to meet compliance with all state and federal regulations. Assists with developing, implementing and monitoring institutional policies, procedures, programs and activities for compliance. Serves as a resource on Equal Opportunity issues to the University community as well as external community. Affirmative Action/EO Reporting on an annual basis (Equity Report and Affirmative Action Plan). Assists with coordinating, monitoring, and updating the University policy on Affirmative Action. Maintains and properly tracks records of data and trends. – (Essential)
  • 10% – Coordinates the University’s education, training, prevention, and outreach efforts related to equal opportunity and affirmative action compliance. Manages department communication materials (brochures/flyers) and website information. Engages in activities and training that are commensurate with position. Collaborates with various departments in achieving the goals set forth in the University’s diversity plan. – (Essential)
  • 20% – Manages the employee service and retirement award programs. Works closely with the software vendor to select appropriate years of service certificates and awards to recognize and honor university employees. Run annual years of service report and provide years of service award recipients to Employee Relations Coordinator in preparation for the annual Employee Recognition and Awards Program (ERAP). Have quarterly meetings with the software vendor to provide feedback regarding platform, make necessary updates/changes to emails templates/functionality of the vendor platform Coordinate the selection of retirement award items, places retirement award order, and notifies retired employee when award is available for pick-up. Updates awards selection or status in online tracking software as needed. Collaborates with the Office Administrator for purchasing and years of service awards and retirement awards. – (Essential)
