Description

IRC is seeking a qualified ERD Administrative Sr. Officer. The ERD Administrative Sr. Officer will be responsible for all the administration and financial procedures related to ERD projects such as purchase documents, cash advances, liquidations, payment requests, MPCA distribution documents, updating spending plan, updating monthly salary mapping and FTEs, work on Integra as End-User and preparing Item Forecasts, preparing for any ERD event, workshop, and meeting, being the main focal point for eternal coordination with the government entities at KRI, and any other administrative papers of ERD. The ERD Administrative Sr. officer will be working in close collaboration with ERD team members at the field levels, Finance, Supply Chain, Logistics, Human Resources, etc., and ensure all the approvals are applied for the ERD administrative. The ERD Administrative Sr. officer will be based in Erbil and this position will report to the ERD Coordinator.

Major Responsibilities:

·         Prepare and process all administrative paperwork such as purchase documents, cash advance requests, liquidations, requests for payments, recruitment requests, letters of understanding, leave of absence forms, travel requests, procurement plans, work plans, staffing plans, and travel expense reports.

·         Work closely with the ERD coordinator to update and monitor the program spending plan.

·         Monitor and update the BVA system and Master BVA sheet and ensure the ERD spending plans are 100% accurate.

·         Prepare monthly salary mapping allocation and update and monitor the Full-Time Equivalent (FTE) for all ERD staff.

·         Support the ERD staff and partners in the documentation of the project documents.

·         Work on Integra as an End-User and raise Item Forecasts such as (renting hall, purchasing office supplies, stationery, mobile scratch cards, renting a vehicle with a driver, etc.) and get it approved from the relevant bodies as per the authorization matrix.

·         Updating the procurement plan monthly.

·         Update cash forecasts monthly.

·         Liaise with Finance, Supply Chain, Logistics, Human Resources, etc. on the progress of all the ERD administrative actions and needs to ensure that all the program logistics are carried out on time.

·         Monitor the ERD Tracking sheet and make sure all ERD requests and documents are accurate and completed on time with the required approvals.

·         Ensure ERD office supplies are procured and available.

·         Organize meetings and workshops for the ERD team.

·         Assist in the program activities and distributions, when requested by the ERD Field Teams.

·         Maintain a list of ERD assets and complete asset reports.

·         Being the focal point for all the coordination with the government entities at the KRI level.

·         Other duties as assigned by the supervisor are to enable and develop IRC programs.

Key Working Relationships:

Position Reports to ERD Coordinator.

Position technically supervised by: ERD Coordinator.
Position directly supervises:  N/A

Indirect Reporting: N/A

Internal: Supply Chain, Finance, and Human Resource IRC offices in Iraq.

External:  Local partner’s admin teams.

Qualifications & Preferred Skills

  • At least three years’ Experience in the humanitarian sector/development sector.
  • Personal qualities: Works well in and promotes teamwork, detail-oriented, honest, flexible, and able to handle pressure well.
  • Spoken and written English is highly preferred, Arabic and Kurdish are required.
  • University degree.
  • Strong computer skills, particularly in Microsoft Excel and Microsoft Word, and have good knowledge of using online applications, especially those related to finance such as BVA.

 

Total benefits:

  • Salary range: (2,503,846 – 3,255,000) Iraqi Dinars, based on various factors including the labor market, job type, internal equity, and budget as well as calibrated by work location, individual candidate experience, and skills relative to the defined job requirements.
  • 13th – month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
