Result of Service
The ultimate outcome of the service will be the smooth transfer and revision of records from the CNTI database to UNVMC, ensuring the dissemination of information concerning the Land Fund, access, and formalization of land for indigenous peoples. Furthermore, administrative actions pertaining to land allocation and titling procedures will be assessed and communicated to the Ethnic Affairs section. Analyzing indicators and coordinating meetings with government entities and CNTI will facilitate the implementation and verification of data for the Comprehensive Rural Reform outlined in the Final Peace Agreement.

Duties and Responsibilities
The National Individual Contractor (ICL-6), operating within delegated authority, will undertake the following tasks: Transfer knowledge and records from the Comisión Nacional de Territorios Indígenas (CNTI) database to UNVMC concerning data on the Land Fund, access, and formalization of land for indigenous peoples. Review all administrative acts related to the allocation of land plots and land titling procedures for indigenous peoples occurring during the consultancy period. Identify and suggest whether these actions contribute to compliance with the ethnic chapter of the peace agreement. Update the UNVMC monitoring tools with information provided by the National Land Agency (ANT) pertaining to the Land Fund, access, and formalization of land for indigenous peoples. Generate reports and analysis comparing the alignment or discrepancies among indicators outlined in the Framework Plan for the Implementation of the Peace Agreement, data from the Post-Conflict Information System (SIIPO), and other pertinent sources. Schedule and coordinate an initial roundtable meeting involving government entities such as ANT, Ministry of Agriculture, Vice Presidency of the Republic, and others, alongside CNTI, to address current challenges and opportunities pertaining to the Comprehensive Rural Reform for ethnic communities outlined in the Final Peace Agreement. Schedule, attend, and document follow-up meetings with the aforementioned government entities and CNTI to ensure ongoing dialogue and progress monitoring. Deliver to the Mission updates on events and agendas of government entities (ANT, Ministry of Agriculture, Vice Presidency of the Republic, etc.) and CNTI, while also advocating for Mission involvement in meetings related to crafting a unified proposal for implementing and verifying data for the Comprehensive Rural Reform for ethnic communities outlined in the Final Peace Agreement. Organize knowledge-sharing events for Negras, Afrocolombianas, Raizales y Palenqueras (NARP) and Rrom communities on the monitoring related to the Land Fund concerning access and formalization of land.
Qualifications/special skills
A minimum of seven (7) years of experience working with ethnic communities or political issues in Colombia is required. A minimum of two (2) years of relevant experience in Ethnic Chapter and Comprehensive Rural Reform is required. A minimum of one (1) year working with the Land fund is required. Experience liaising with indigenous communities is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish is required. Knowledge of English is desirable. NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
