Last July 2023, local CSO partners SIAD Initiatives in Mindanao – Convergence for Asset Reform and Regional Development (SIMCARRD) Inc. and the Kasanyangan Center for Community Development Foundation Foundation Inc. (KCCDMFI), and Oxfam Pilipinas’ Resilience Portfolio team started joint implementation of the Strengthening Agri-Fishery Enterprises Through Women and Youth Economic Empowerment, Inclusive Business, and Climate Resilience (WEE SAFE) Project.
Supported by European Union’s Bangsamoro Agri-Enterprise Program (EU BAEP) in the Philippines, the two and a half years project aims to transform existing economic opportunities for women, youth, indigenous people, and other small food producers in the provinces of Basilan, Sulu, and Tawi-Tawi in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) through enhancing collective agency of marginalized groups, influencing government and private sector support, and promoting more inclusive, gender responsive, and climate resilience policies, programs, and practices.
As part of their inception processes, the project partners and Oxfam Pilipinas decided to commission a local Value Chain Development (Mapping, Analysis and Planning) that aims primarily to determine/identify the most viable value chains in BASULTA and identify local private sector actors and/or social entrepreneurs, youth groups and community-based organizations already engaged in the various agri-fishery livelihood, identify gaps and recommendations.
The proposed WEE SAFE Value Chain Development (Mapping, Analysis and Planning) aims to conduct a comprehensive Value Chain Development study in the BASULTA region, building upon, consolidating, interlinking, and complementing the findings of Value Chain studies conducted by the local CSO partners, as well as other EU BAEP implementing partners. The primary focus is on mapping, analysis, and planning to complement and provide additional evidence-based information for the development of a cohesive program that designs interventions across multiple value chains.
I. Review and synthesize key findings and recommendations from the previous Value Chain Development studies to inform the current research.
II. Value Chain Analysis:
• Utilizing the Partners’ Value Chain Studies, examine the relationships and interactions among different stakeholders within the identified value chains, assessing for emerging trends or shifts in power dynamics among key actors in the value chains (private sector and government sector).
• Develop database of potential private sector actors and service provider, financing/funding linkages and opportunities available to support the value chain development implementation.
• Identify common patterns or trends in the development of the value chains. Analyse production potential, market availability, and demand of the identified commodities
• Select key value chains with the highest potential for growth, profitability, socioeconomic empowerment and employment for targeted communities (given their needs and capacities)
III. Market Analysis:
• Analyse existing markets, opportunities, and competitiveness of the identified value chains in BASULTA and beyond – regional, national, and international market.
• Assess cost, profit, marketing, and supply-demand dynamics of the value chains.
• Explore market dynamics to inform strategies for value chain enhancement and market penetration.
IV. Cross-Sectoral Interlinkage
• Analyse how various identified value chains interlink or intersect or influence each other within the broader economic context.
• Examine synergies or dependencies between different stages of the identified value chains in the three provinces that should be leveraged or addressed. Identify overarching strengths, weaknesses, opportunities, and threats across the various value chains.
V. Enabling Environment Assessment
• Assess the enabling environment, including extension providers, government interventions, development partners, regulations, and informal norms, including the potential non-farm activity for micro producer for each value chain
• Identify underlying constraints affecting business transactions along the chains and provide recommendations for mitigation.
• Identify constraints and opportunities in market growth for selected value chains
VI. Value Chain Development Plans
• Recommend value chain development plans that benefit local communities, improve living conditions, and enhance economic empowerment.
• Analyse supporting functions required for the value chain, including existing and missing support functions (e.g., infrastructure, information, services).
• Identify the potentials of value chains and strategies to strengthen value chains for long-term sustainability and resilience, considering environmental, social, and economic factors, and employment.
• Develop value-chain framework and identify support services and enabling environment required to its actualization
• Develop intervention to address constraints for the select value chains for supply and demand side.
VII. Renewable Energy Analysis
• Assess the extent to which renewable energy, innovations and technologies are integrated and/or what can be integrated across different value chains in relation to value chain production and market.
VIII. Gap Analysis
• Outline gaps hindering sustainable value chain development and market growth within local, regional, national, to international market.
• Identify existing policies and potential development plans and interventions, considering their impact on the economic empowerment of women and youth.
IX. Gender Analysis
• Identify and analyse gender roles and issues in the value chain development.

• Detailed Value Chain Analysis report, including relationships, emerging trends, and production potential.
• Market Analysis report with insights into existing markets, opportunities, and competitiveness.

• Enabling Environment Assessment report with identified constraints and mitigation recommendations.
• Value Chain Development Plans, including strategies for strengthening sustainability and resilience.

• Gap Analysis document outlining hindrances and proposed interventions.
