Decentralization, Human Rights and Local Governance is a multi-sector project aimed at strengthening rights-based development, community stabilization, gender equality and social inclusion across all regions and provinces of Pakistan. The core objective of the project is to ensure inclusive and equitable service delivery by providing technical assistance and capacity development support to relevant federal ministries, provincial line departments, statutory bodies, civil-society and private sector organizations. A key aim is to support the creation of an enabling environment for accelerated access to rights, people centered justice and people centered security. The project is aimed at institution building while connecting with vulnerable and at-risk communities to build trust between rights holders and duty bearers, for inclusive, expeditious and transparent access to rights and services. The Project will work with key UN partner agencies including OHCHR, UNHCR, UNWOMEN, ILO and IOM in line with the One-UN strategy to leaving no-one behind. Key beneficiaries will include vulnerable and at-risk men, women, girls, transgender persons, persons with disabilities as well as marginalized and vulnerable populations in general. UNDP will leverage its partnerships with government, statutory bodies, private sector and civil-society stakeholders at the national and sub-national levels for the institutionalization of a rights-based approach to development across Pakistan. Starting from 2024, key focus areas for DHL project’s donor funded activities include human rights and data, business and human rights, human rights and academia, and supporting national and provincial human rights institutions and civil society organisations.

The Monitoring & Evaluation Officer will closely coordinate with the Rights Based Development Expert and report to the Senior National Technical Advisor. 

Duties and Responsibilities:

Develop and manage DHL’s multi-year monitoring & evaluation framework for implementation of European Union project on human rights (EU project) 

  • Develop a comprehensive M&E framework tailored to the specific objectives and indicators (baselines, milestones and targets) of the EU project, establishing baseline data for key indicators, based on a thorough review of relevant project documents, including the project proposal, results framework, work plan, etc. 
  • Define clear monitoring and evaluation protocols, including qualitative and quantitative data collection methods, frequency of data collection, and responsible parties. 
  • Ensure alignment with international best practices on human rights-based approach to data.
  • Support DHL in developing early warning frameworks/systems and risk mitigation measures for major human rights crises (as required) 

Support DHL reporting of EU project in coordination with project team and external stakeholders 

  • Coordinate with Rights-Based Development Expert and Senior National Technical Advisor to develop a reporting framework for EU project implementation (monthly, quarterly, semi Annually and annual) for both internal project implementation and external reporting to donor. 
  • Collaborate with project team members to gather relevant data and information for reporting purposes. 
  • Compile and analyze monitoring data to assess progress against project objectives and targets. 
  • Coordinate with external partners and stakeholders—including but not limited to Government, National & Provincial Human Rights Institutions, Private Sector, Civil Society Organisations, and Environmental & Human Rights Defenders— to obtain necessary input and feedback for reporting.
  • Prepare high-quality progress reports and presentations on needs-basis as required by DHL Regularly update Rights-Based Development Expert and Senior National Technical Advisor on activity progress. 
  • Coordinate with and guide relevant DHL project implementation staff including component leads and provincial project officers to support M&E activities. 

Design a continuous learning framework for DHL’s implementation of EU project. 

  • Facilitate regular review meetings with project team members to discuss findings and lessons learned. 
  • Incorporate feedback from external stakeholders (including members of Project Steering Committees and Project Review Board) into ongoing project activities to enhance effectiveness and impact and address gaps, in close coordination with the Rights Based Development Expert and report to the Senior National Technical Advisor. 
  • Identify areas for continuous improvement based on M&E data and feedback from project implementation. 
  • Develop mechanisms for capturing and documenting lessons learned throughout the project lifecycle. 
  • Utilise data visualisation to effectively to facilitate impactful learning processes in support of decision-making. 
  • Facilitate knowledge sharing and dissemination of best practices within the organization and with external stakeholders. 
  • Coordinate with UNDP Pakistan Country Office to ensure alignment with UNDP M&E policies, procedures, and standards. 
  • Liaise with the Democratic Governance Unit and Management Support Unit to ensure alignment with UNDP M&E policies, procedures, standards, and best practices.
  • Participate in relevant training sessions or workshops organised by UNDP to support continuous innovation in M&E practices 
  • Share relevant monitoring and evaluation data and reports with UNDP as required. 
  • Lead the planning and implementation of the mid-term and end-term project evaluations.

Required Skills and Experience:
 
Education:
  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Development Studies, Monitoring & Evaluation, Humanities, Economics, Business Administration or another relevant field is required.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience with results-based planning, monitoring, evaluation and reporting of development sector projects. 
  • Advanced experience in planning, monitoring, evaluation, and reporting 
  • Proficiency with office software packages (MS Word, Excel, etc.), and other web-based management systems. 
  • Demonstrated experience with data visualization and effective. 
  • communication to support decision-making and learning.
  • Knowledge and experience of human rights-based approach to data 
  • Experience/Capacity to lead functional M&E teams as required (data analysts, enumerators, etc.) 
  • Familiarity with UNDP M&E methods, policy, and guidance is an asset. 
  • Prior M&E experience in an EU funded project will be an asset. 
  • Prior experience with the UN system or other INGOs is an asset. 
  •  Understanding of human rights and governance ecosystems of Pakistan is an asset. 
  • Ability to develop various effective and coherent project Theories of Change and Results Framework in parallel under a Program.

Required Languages:

  • Fluency in English and Urdu both written and oral is required.
