Salary and benefits: Annual gross salary of EUR 80,140. Benefits include (but not limited to): 25 days holiday (plus public holidays); pension scheme; life assurance cover; travel and personal accident policy; representation and transport allowance; workplace counselling service.

Flexible working: Flexibility is key to how we work within Oxfam, so we are open to discussing the type of flexible arrangements that might work for you. This role, like any other role in the Oxfam EU office, is partially home-based (max three days a week for a full-time position). We support (limited) remote working and offer a budget for home office setup.

The role

The Oxfam EU Office is seeking an EU Palestine and Middle East and North Africa Policy Advisor to lead the development and implementation of advocacy strategies to influence the humanitarian and conflict policies and practices of key European countries and the EU with respect to the ongoing crisis in Gaza and the impact on the broader MENA region.

TEAM PURPOSE

This post will be part of the Oxfam EU office, mostly based in Brussels, Belgium. The team focuses on the European Union institutions, primarily the European Commission, Council, and Parliament, advocating for sustainable, inclusive, and accountable European programming and policies. The team also acts as a service hub for the Oxfam Confederation, supporting country offices and partners to engage with the EU in Brussels, the OECD in Paris and in countries (EU Delegations), as well as coordinating efforts amongst European affiliates (member organisations) regarding European and humanitarian and conflict EU policies in relation to the Gaza crisis and the broader MENA region.

Who we’re looking for

The ideal candidate has high self-awareness, great influencing skills and takes a holistic approach to problem solving. They are also able to tick off the following criteria:

  • Commitment to Oxfam’s values and feminist principles;
  • Excellent knowledge of the EU’s role in the MENA region, particularly related to the Occupied Palestinian Territory, and excellent knowledge and understanding of the Israeli-Palestinian conflict;
  • Knowledge of relevant EU institutions and key EU countries (ways of working, agendas, and how to influence them) and track record in influencing these stakeholders, ideally on their MENA policies;
  • Conceptual and analytical skills, ability to think strategically and creatively towards achieving results and good project management skills;
  • Written and verbal communication skills to motivate, influence and negotiate internally and externally for advocacy and media work;
  • Experience working with program colleagues to translate programmatic work to an advocacy setting for influencing purposes;
  • Solid understanding of humanitarian response architecture, policy and practice in complex humanitarian emergencies, conflict sensitivity, conflict mapping and analysis, International Human Rights/Humanitarian Law and Refugee Law;
  • Experience working in a confederation or network model like Oxfam;
  • Ability to set priorities and organize the work autonomously with minimal day-to-day management;
  • Interpersonal skills, including good teamwork and experience working in multi- cultural and virtual teams;
  • Fluency in English (C2 on CERF).

Desirable:

  • Fluency or level of understanding in Arabic (B2 on CERF);
  • Work experience in countries with a humanitarian or conflict situation, preferably in the MENA region;
  • Lived experience with intersecting systems of oppression, with knowledge and experience on how power and privilege play out in the contexts in which Oxfam works.

Oxfam is committed to providing a fair compensation package and to providing a flexible, supportive working environment.

The gross salary is EUR 80,140 per annum based on a 36-hour week, together with contractual benefits of 25 days holiday per annum and local public holidays; Life insurance at 1 or 2 x salary; 6 per cent employer contribution to the Complementary Pension Scheme with company NN Insurance Belgium. You will receive a representation allowance of net €170 per month and a transport allowance of net €49 per month.
