Position description

INRAE is the first research institute in agriculture, food and environment in the EU and one of the top beneficiaries of the Horizon program in this field. As a world leading institute for research on agriculture, food, and the environment, INRAE provides the knowledge base to tackle this century global challenges, including climate change, food insecurity, and the loss of biodiversity. To achieve the agroecological, food system and energy transitions, research has to go beyond frontiers, building stronger European and international partnerships. With its integrated approach, INRAE is able to identify and develop solutions with multiple applications. INRAE’s strategic road map is based on the United Nations 17 Sustainable Development Goals and was designed with inputs from a number of European and international partners.

DIRECTORATE FOR HIGHER EDUCATION, SITES AND EUROPE (DESSE) AND ITS EUROPE TEAM

Within INRAE, the DESSE is in charge of European policies and of regional policies with academic partners in the 18 research centres of the institute. The DESSE has five teams: 1-Team “Academic partnerships, regional sites and higher education”, 2-Team “Europe”, 3-Team “INRAE Transfert”, 4-Team “Priority Research Programs and equipment”, 5- “Agreenium” team.

The Europe Team has a total staff of 10 engineers and assistants. The European policy head manages this team under the direct supervision of the director of the DESSE and reports to the general director for science and innovation and to the vice-president for international policy. The European policy head interacts with a subsidiary of INRAE (INRAE Transfert) supporting scientific coordinators developing projects for the Horizon program of the EC.

MAIN MISSIONS OF THE EUROPEAN POLICY HEAD

The European policy head:

  • Contributes to the development and implementation of the institute’s European policy. He/she develops decision options for the management board, considering the scientific strategy of the institute (see INRAE 2030 vision document), indicators of INRAE’s participation and success rates to EC calls and the international policy of INRAE;
  • Develops the institute’s influence strategy on European issues and organizes an outreach strategy with the help of the three scientific directors and of the vice-president for international policy;
  • He/she develops the incentive policy and the interactions allowing INRAE’s scientists to develop topics and proposals in order to coordinate and/or participate to EC funded projects and partnerships;
  • The European policy head interacts with the International affairs directorate (DRI), in charge of partnerships outside Europe, in order to support the international policy of the institute and its consistency with the European policy;
  • He/she ensures the coordination about European affairs with the science divisions and the research centres of the institute;
  • He/she supervises a team of around ten people devoted to European affairs within DESSE.

MAIN RELATIONSHIPS

  • European commission, France’s representatives in Brussels, French ministries and research agencies;
  • Major research partners of INRAE in Europe (universities and research organizations, research programming networks);
  • INRAE’s heads of scientific divisions and of research centres, European affairs delegates, INRAE Transfert subsidiary, International affairs directorate.

DIPLOMA AND PROFESSIONAL TRAINING

  • Form Master’s degree to PhD;
  • Field of training: political science, scientific research, international relations;
  • Advisable experience: similar position in a research organization or higher education establishment, a central administration, or a European institution.
