Overview & Responsibilities
IDLO is conducting an End of the Programme evaluation to assess and document the progress made by IDLO implemented ‘Community Justice Programme in Uganda’ towards achieving its goals at the end of the implementation period. In particular, the evaluation will:
- Provide an independent assessment of the program to measure the extent to which the expected results have been achieved. The evaluation will cover all levels of the theory of change to determine the extent of achievement of results and set targets. The evaluation will be based upon Programme assessment, baseline, and midterm evaluation to assess trends in achievement of outputs and outcomes.
- Identify relevant gaps, challenges, lessons learnt and make recommendations for future phases of the CJP and replication in other similar Programmes in Uganda.
The Evaluation Expert will be responsible for undertaking this evaluation in line with the Terms of Reference (link). The incumbent will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference.
- Conduct an in-depth desk review of program documents and reports; administrative records related to the various activities; the program’s progress reports; the MTR report, and M&E data and any other relevant reports;
- Review the programme’s Theory of Change and develop the Evaluation Questions and Indicators;
- Identify methodological approaches and best tools to capture data, in-line with the expected evaluation results;
- Organize and manage data collection with the National Expert; and
- In coordination with the National Expert, set up, conduct key informant interviews, and focus group discussions.
The incumbent will undertake in-depth analytical work to produce the following deliverables in all draft and final versions.
- An Inception Note
- A draft Evaluation Report
- Finalized Evaluation Report, incorporating feedback from all relevant program stakeholders.
The incumbent will report to IDLO’s Evaluation Unit and Director, The Hague Office, and under a day-to-day supervision of the Evaluation Specialist
Job Requirements
Education and Professional Experience
- Master’s degree in international development, law, public administration, public policy, or other relevant social sciences is required;
- A strong record of accomplishment in team leadership for development assistance evaluations. She/he will have substantial experience in conducting results-oriented evaluations of international development projects and programs and/or in complex/strategic assessments, focused on institutional development and capacity building in the fields of good governance and rule of law;
- Minimum of 10 years of substantial professional experience with project cycle management, OECD DAC evaluation framework, ToC/logical framework approaches and quality assurance within international development evaluations; and
- Experience with working in fragile/transition countries.
Languages
- Outstanding written and verbal skills in English.
Specific knowledge, skills, and competencies
- An understanding of the Legal system in Uganda would be an added advantage.
- Previous working experience in Uganda is highly desirable
Terms & Conditions
The consultancy is expected to start on 1st June 2024. The inception note is expected by mid-June 2024, completion of data collection by the mid-August 2024, the draft evaluation report is expected tentatively by mid-September 2024, and the final report by in the mid-October 2024. This is a results-based assignment where payments are made upon satisfactory production of evaluation deliverables. The estimated number of workdays for the assignment is 30 for the Evaluation Expert, including 12 working days for remote data collection in Uganda. The total value of the consultancy contract is EUR 15,000.
