The project document “Human rights of indigenous and quilombola women: A governance matter” foresees a final evaluation commissioned by the UN Women Brazil Office at the end of the project in 2023, to generate evidence on, results, performance, challenges, and opportunities, as well as lessons learned.
The purpose of these Terms of Reference is to hire a company with a team of specialized consultants to carry out the final evaluation of the project.
This evaluation will be an independent evaluation, managed by UN Women. As such, it will be carried out in accordance with the UN Women Evaluation Policy aligned with the United Nations Evaluation Group (UNEG) Norms and Standards1. The evaluation will focus on the delivery of the initially planned project results. It should also provide recommendations for continuing, improving, expanding, or replicating the project within the framework of the intersectionality of gender, race, ethnicity, and the environment. The conclusions of the evaluation will be used by UN Women to contribute to its accountability to the donor, to its institutional learning and decision-making and to improve the quality of future interventions.
