Habitat for Humanity International (HFHI) is anchored on a fundamental vision of a world where everyone has a decent place to live. This vision has been the driving force in all HFHI actions and activities and has seen HFHI helping more than 29 million people around the world to build or improve the place they call home. To further fulfill this vision, Habitat for Humanity International established the Terwilliger Centre for Innovation in Shelter (Terwilliger Centre) to Build and Expand Inclusive Housing Markets by supporting local firms to innovate and expand client-responsive services and products.

In the Philippines, the Terwilliger Center is implementing a social behavior change initiative aimed at increasing awareness and adoption of high-quality construction practices among low-income homeowners. Through strategic media partnerships, the center leveraged radio, television, and social media to disseminate key messages from the “Build it Right Guide” to foster knowledge, encourage practical application, and demonstrate the commercial value of media involvement in this industry segment.

Purpose and Objectives of the Assignment

The consultant will:

  • Identify the extent to which media interventions raise awareness and encourage the application of construction practices by target audiences.
  • Assess how media firms perceive the value of promoting the “Build it Right Guide” within their platforms and the potential for these partnerships to be sustained.
  • Provide insights to enhance and refine the integration of housing sector messaging within media content.

Scope of work

The consultant will;

  • Develop an evaluation methodology and timeline
  • Document evidence, capture outcomes, and assess the evidence.
  • Analyze findings and prepare a comprehensive report with actionable recommendations.

Duration

  • January 20- July 31, 2025

Experience and qualification

  • Advanced degree in social sciences, communication, monitoring and evaluation, or a related field.
  • Demonstrated experience with Outcome Harvesting and other participatory evaluation methodologies.
  • Strong understanding of social behavior change, preferably in low-income housing or related sectors.
  • Proven experience in evaluating media interventions, with qualitative and quantitative data analysis skills.
  • Familiarity with social media analytics and experience using tools like NVivo and SPSS.
  • Excellent communication and report-writing skills in English.
