WFP’s evaluation function is an independent function within WFP. The Evaluation Policy, Charter, and Corporate Evaluation Strategy together constitute the governance framework for the WFP evaluation function within the wider oversight arrangements established by the Executive Board.

 

Impact evaluations are managed and conducted by OEV’s Impact Evaluation Unit upon the request of country offices (demand-led) and undertaken during programme implementation over multiple years. As per the WFP Evaluation Policy, impact evaluations measure changes in development outcomes of interest for a target population that can be attributed to a specific programme or policy through a credible counterfactual. WFP impact evaluations use randomized controlled trials (RCT) or other experimental research designs.

 

Impact evaluations are mainly aligned with corporate evidence priorities through multi-country “windows”. Windows are managed by window coordinators, who ensure consistency in data collection and analysis across country contexts. New programmes, technologies, and data sources present great opportunities for WFP to harness the full potential of impact evaluation as a tool for learning. The Impact Evaluation Unit works closely with regional bureaus, country offices, academic institutions, and other UN partners.

 

The position is based in Rome, Italy and reports to the Head of the Impact Evaluation Unit, in WFP’s Office of Evaluation.

 

THE ROLE

 

Your role will be to provide rigorous, independent, and credible impact evaluation evidence. Reporting to the Head of Impact Evaluation Unit, you will help to ensure impact evaluations use rigorous methods to meet the highest quality standards and contribute to decision making and global evidence.  

 

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Manage and guide Impact Evaluation (IE) teams to produce independent, credible impact evaluation evidence that meets the highest academic standards, ensuring alignment with UN norms and codes of conduct.
  • Manage high-profile and complex impact evaluations (i.e., as Principal Investigator or co-Principal Investigator), ensuring rigorous design, preparation and execution of all related activities (e.g. design registration etc.), oversee the collection and analysis of data (qualitative and quantitative), and the preparation of evaluation reports and other materials for dissemination in line with the Impact Evaluation Quality Assurance System (IEQAS).
  • Keep abreast of methodological developments in research, data science, and evaluation, ensuring the appropriate use of new and innovative methodologies and tools in WFP’s impact evaluations.
  • Provide quality assurance for WFP impact evaluations managed by the IE unit at each phase, including planning, preparation, inception, analysis, and reporting to ensure that evaluations are conducted in alignment with established protocols and best practices.
  • Produce and coordinate the effective communications of WFP impact evaluation activities and outputs, in collaboration with OEV’s communications team ensuring that communications are strategically aligned with WFP’s goals, effectively disseminating findings to relevant stakeholders.
  • Build impact evaluation capacity of IEU and WFP staff through development and delivery of trainings and events, under the overarching framework defined by WFP’s Evaluation Capacity Development Strategy.
  • Liaise with the counterparts from other academic and UN organizations as well as professional evaluation bodies to discuss impact evaluation issues. Foster collaborative relationships, share insights, and stay informed on best practices and emerging trends in impact evaluation.
  • Participate in WFP internal evaluation expertise groups and contributing to the sharing of experience and development of good practices.
  • Manage select Impact Evaluation Unit staff and consultants, supporting them to achieve high performance to ensure appropriate development and enable high performance.
  • Guide the effective reporting of OEV impact evaluation activities, including financial monitoring and partnerships to support informed decision-making.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS AND EXPERIENCE

 

Education: A doctoral degree (PhD) in academic disciplines relevant to impact evaluation (e.g., evaluation, economics, political science, development studies, etc.), or a master’s degree with additional years of research and rigorous impact evaluation experience.

Experience: A minimum of 8 years of technical leadership experience in rigorous impact evaluation (e.g. RCTs) within an international organization, development agency, academia, government or the private or non-profit sectors

 

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

MORE ABOUT YOU:

You have:

  • Extensive knowledge of quantitative and qualitative research methods used for identifying and measuring impacts and cost-effectiveness.
  • Proficiency in using statistical analysis software packages, including Stata and/or R, is essential.
  • Experience with data management, including de-identifying, cleaning, encrypting, storing, and making secure transfers is essential.
  • Fully computer-literate with excellent skills in Word, Excel, Power Point, and database management.
  • Strong interpersonal skills with demonstrated ability to work effectively and sensitively in diverse teams.
  • Experience working with academic, civil society, private sector, NGO and/or government partners in countries where development and/or humanitarian projects are delivered is essential.
  • Excellent communication skills, written, verbal and visual.

 

ADDITIONAL / NICE TO HAVE: 

  • Experience effectively translating between academics and practitioners is highly desirable.
  • Experience managing research or evaluation budgets, contributing to funding proposals, and overseeing timely payments is desirable.
  • Significant experience providing impact evaluation specific guidance, training and capacity support is desirable.

 

TERMS AND CONDITIONS

 

This is an International Professional position and is open to all nationalities.

 

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

 

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

 

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
