Evaluation Specialist

Under the overall responsibility of the Director, OED, and the close technical and methodological guidance of the Evaluation Manager and Evaluation senior consultant, the evaluation specialists will contribute to the evaluation for their respective areas of specialization. They report to the Evaluation Manager.

Technical Focus: 

FAO’s office in Yemen is responsible for developing, promoting, overseeing and implementing strategies for addressing countrywide food security, nutrition agriculture and rural development priorities. FAO’s office in Yemen has been actively responding to the ongoing humanitarian crisis by enhancing household, community and institutional resilience across the Humanitarian, Development and Peace Nexus (HDPN) and creating the conditions for a transition towards the inclusive development of Yemen’s agriculture sector and agri-food systems by considering the fundamentals of do no harm approach.
Purpose and Objectives of the evaluation:

The evaluation aims to provide accountability for results achieved to resource partners, FAO Management and the Government of Yemen. The evaluation will provide lessons learned for FAO future programming in protracted crisis particularly in terms of efforts to transition from emergency to longer-terms programming incorporating principles of humanitarian-development-peace nexus. The evaluation will review FAO programming by assessing the implementation and results from a cluster of programmes and projects designed under Yemen Plans of action.

The objective of the evaluation is to :

  • Assess the programme strategy in terms of identified priorities and approach;
  • Assess the achievement of the programme results with particular attention to the operationalisation of the humanitarian-development-peace nexus;
  • Assess enabling and limiting factors affecting results;
  • Identify good practices and lessons learnt to inform design and implementation of future programme in Yemen and other similar protracted crisis;
Profile of the Evaluation Team:

OED is currently seeking subject-matter experts to join the evaluation team. We are seeking candidates with demonstrated experience in conducting strategic evaluations in a humanitarian and protracted crisis context, and in sectors related to FAO’s areas of work in Yemen. Candidates should have experience in at least one of the following sectors: 

  • Value chains in agriculture, livestock and fisheries;
  • Agricultural policies and sustainable food security systems;
  • Information Management systems for food security, land and water;
  • Natural resource management
  • Early warning, disaster risk reduction, emergency response and resilience building;
  • Cash and voucher programming;
  • Gender, social inclusion and capacity development;
  • Conflict sensitivity, peacebuilding, and Humanitarian-Development-Peace nexus
In addition, candidates with expertise in organizational development and change management would be highly desirable.
  • The candidates must be independent, that is had no previous direct involvement in the formulation, implementation or backstopping of FAO’s projects in Yemen and will be required to sign a declaration of conflict of interest.
Tasks and responsibilities:
  • Review relevant background documentation made available by OED for the assigned thematic area;
  • Participate actively in the collection of relevant data, as required and identified in the evaluation matrix;
  • Participate in field missions to selected project sites to meet with local partners and beneficiaries;
  • Consolidate and analyse information collected;
  • Contribute to all evaluation products and deliverables outlined in the evaluation Terms of Reference, including drafting sections of the evaluation report; and
  • Participate and contribute to the team’s working sessions, including the analysis workshop and presentation of preliminary evaluation findings.
Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • University degree in a relevant discipline: evaluation, agricultural science, environmental science, natural resource management, food and nutrition security, economics, development studies, etc.
  • A minimum of 5 years of relevant experience in evaluation or respective field of specialization;
  • Working knowledge of English and/or limited knowledge of another FAO official language (French, Spanish, Chinese, Russian or Arabic). For PSA.SBS working knowledge of English is sufficient.
