Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.
Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. - The situation of children’s and women’s rights.
- The performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
- To assist in the establishment of evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children.
- To assist in the development of national capacities for evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.
Summary of Key Functions and Accountabilities:
Under the guidance and supervision of the Country Representative D2, the incumbent will be expected to carry out the following:
- Evaluation & Research Planning. The Country Office and national partners have a well-prioritised and realistic plan of research, monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage the Country Programme.
- Evaluation. UNICEF-supported evaluations attain established UN quality standards, and the results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national and corporate learning.
- Evaluation Capacity Building. The evaluation capacities of Country Office staff and national partners – government and civil society – enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and responsibilities.
- Coordination and Networking. The UNICEF office is linked to wider UNICEF Evaluation developments in way that both contributes to and benefits from organizational learning on effective Evaluation management.
To qualify as an advocate for every child you will have…
- Advanced university degree in social sciences, statistics, planning development, planning. Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
- Eight years of relevant professional work experience. Developing country work experience (for IP)
- At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
- Fluency in English and another UN language. Fluency in the national language of the duty station an asset
- Professional technical knowledge/expertise in demography, statistics, and data management.
- Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
