The UNICEF Pacific Multi-Country Office and Papua New Guinea Country Office are hiring a Multi-Country Evaluation Specialist at the P-4 level to be based in Suva, Fiji. Supervised and guided in a matrix management setting by the Representatives of the PMCO, PNG CO, and the Regional Advisor Evaluation for the East Asia and Pacific Region, the Evaluation Specialist will work in close collaboration with each office’s teams on the development and implementation of the Offices’ evaluation plans, will be responsible for providing technical guidance, development and implementation of thematic evaluations, evaluation of humanitarian action, defined strategic engagement and technical support towards national evaluation processes relevant to UNICEF’s mission, and other evaluative activities for which Offices are accountable.

In the Pacific we work in Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu: These 14 Pacific island countries are home to 2.3 million people, including 1.2 million children and youth, living on more than 660 islands and atolls stretching across 17.2 million square kilometers of the Pacific Ocean, an area comparable to the combined size of the United States of America and Canada. All 14 Pacific Island countries and territories have ratified the UN Convention on the Rights of the Child, but only a third are on track with reporting obligations. In Papua New Guinea, which has over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. How can you make a difference?
Supervised and guided in a matrix management setting by the Representatives of the PMCO, PNG CO, and the Regional Advisor Evaluation for the East Asia and Pacific Region, the Evaluation Specialist will work in close collaboration with each office’s Planning, Monitoring and Evaluation teams on the development and implementation of the Offices’ costed evaluation plans, will be responsible for providing technical guidance, development and implementation of thematic evaluations, evaluation of humanitarian action, defined strategic engagement and technical support towards national evaluation processes relevant to UNICEF’s mission, and other evaluative activities for which Offices are accountable. S/he works with the CO in engaging competent evaluators who conduct their work in accordance with the norms and standards of the UNICEF evaluation policy.
The incumbent works in accordance with the norms and standards of the United Nations Evaluation Group (UNEG) and the UNICEF evaluation policy. S/he provides leadership on, and/or guidance as appropriate, to staff involved in evaluations in the countries under his/her responsibility and consults the supervisor when major policy decisions and actions must be undertaken.
The MC Evaluation Specialist has a leadership and technical role, directly implementing evaluation priorities in collaboration with the Planning, Monitoring and Evaluation staff in each country. The position ensures quality, credibility, impartiality, and independence of the evaluation function in the Country Offices under her/his responsibility. She/he is also responsible for ensuring that equity and the gender equality perspectives are mainstreamed in evaluation design, analysis and related processes.
She/he also facilitates the development and implementation of evaluation workplans in each Office and provides guidance and technical support to sectors and to the Country Management Teams as well as the national government on evaluation and on related matters.
The MC Evaluation Specialist works closely with the Country Offices to manage their evaluation partnerships, including inter-agency relations within the UN and key evaluation-related stakeholders in respective countries, and collaboration with the Regional Office and Headquarters.
The MC Evaluation Specialist is responsible to contributing to the design and effective conduct and uptake of evaluations in accordance with the UNICEF evaluation policy. He/she ensures that the UNEG Norms and Standards for evaluation and UNICEF evaluation coverage benchmarks and quality standards are upheld.
The MC Evaluation Specialist contributes to the development and implementation of COs’ knowledge management plans and the Integrated Monitoring and Evaluation Plan (IMEP), ensuring that evidence, lessons learnt and documentations from evaluations are presented, communicated, used, stored and shared effectively, per UNICEF’s policy and guidance on knowledge management.
In agreement with his/her host country management and other supported COs, the MC Evaluation Specialist may also be assigned more specific duties that enable her/him to be a resource person across the region, including methodological work, resource mobilization, and procurement support for evaluations.

Education
An Advanced University Degree (master’s degree or higher) in the social sciences, economics, public policy, statistics, or in research methods or other relevant areas is required. A degree or certification/accreditation in Evaluation is a significant advantage.

Fluency in English is required. Knowledge of another official UN language or a prominent language of the duty stations covered by the MC Evaluation position is an asset.
