EPI is one of the Communicable diseases that have been identified as a key priority and therefor it is one of the public health programmes of the National Health Plan (2017-2021). WHO has been providing technical and financial support to strengthen immunization program management, human resources, financing and service delivery to provide equitable service to all target population including special strategy for peri-urban, slum, migratory population, geographically and socially hard to reach and conflict area. The main strategic areas are; strengthening health system and capacity for VPD Surveillance and Response and enhancing the achievement of communicable disease control targets (polio eradication, Maternal and Neonatal Tetanus Elimination, Measles/Rubella Elimination and CRS control. The overall directional goal and unifying principle is to contribute towards universal health coverage.
Under the direct supervision of the Technical Officer- (Expanded Programme on Immunization), in consultation with the Administrative Officer and under overall guidance of WHO Representative, the incumbent performs the following duties:
(1) Records daily office expenses and maintains sub-imprest account including preparation of vouchers and cheques for project implementation. Assists in replenishment of funds to field offices, prepares bank reconciliation statements and monthly closure of Polio sub-imprest and forwards monthly reports to WHO South-East Asia Regional Office (SEARO).
(2) Assists supervisors in handling outstanding obligations, earmarkings, allotment specific earmarkings, allotment expiry date and programme changes; compares monthly programme development management report with actual expenditures and obligations; and presents overviews in prescribed formats.
(3) Consolidates all the expenses incurred at the field offices and prepares monthly summary reports for submission to SEARO.
(4) Scrutinizes local travel claims and processes travel advances for project staff, consultants and counterparts.
(5) Assists supervisor, as and when required, in updating and providing briefing to other project staff on Administrative and finance-related matters.
(6) Maintains finance and accounting related records concerning Expanded Programme on Immunization, Global Alliance for Vaccines and Immunization (GAVI), National Immunization Days (NIDs) and Mass Measles Campaign (MMC).
(7) Prepares and circulates budget/financial monitoring reports to EPI Project Manager and Deputy/ Assistant Directors for Central Epidemiology Unit for follow up actions.
(8) Assists supervisor to facilitate liquidation of WHO-funded activities in the Central Epidemiology Unit and EPI Programme and follows up on the Statement of Expenditure to be submitted by the Department of Health.
(9) Complies statement of expenditures submitted by project managers and prepares consolidated statement of expenditure to be submitted to SEARO.
(10) Prepares monthly salaries/overtime entitlements for project staff.
(11) Assists in preparation of annual budget for project activities.
(12) Performs other duties as assigned by the supervisor.
(13) Prepares periodic reports.
Essential: Completion of secondary education. Additional training in accounting and/or computer application.
Desirable: –
Essential: Three to five years of accounting experience, preferably in any UN organization, International Organization or Government Offices.
Desirable: Training in budget and finance.
Good knowledge of financial operations and modern office practices and procedures. Ability to handle manual accounting and recording. To operate calculators or other machines used to maintain accounts. Thorough knowledge of modern office practices and operations. Advanced skills in computer operating.

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,918 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
