Underlying Values and Core Functions of WHO All the Member States of WHO in the South-East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The three strategic priorities of WHO’s Thirteenth General Programme of Work (GPW13) are to: (i) achieve Universal Health Coverage; (ii) address health emergencies; (iii) promote healthier populations. WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The South -East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate. Mission of the WHO Country Office for India within the framework of WHO’s Country Cooperation Strategy (2019-2023) is to support India to: (i) accelerate progress on UHC; (ii) promote health and wellness by addressing determinants of health; (iii) better protect the population against health emergencies; and (iv) enhance India’s global leadership in health.
Duties:
Under the overall guidance of Administrative Officer and direct supervision of National Professional Officer (Programme), the incumbent performs the following duties:
- Review proposals for implementation of programme activities as per the work plan in line with Country Cooperation Strategy.
- Ensure compliance of norms/procedures/guidelines and suggest required modifications upon obtaining necessary clarifications from technical units and contract partners.
- Coordinate with technical units, contractual partners for timely submission of deliverables (reports, financial statements) for release of installments, settlements of outstanding issues. Take up issues for rectification/clarification, wherever deviations are observed.
- Assist technical units for completed documentation on technical assessment, adjudication report and terms of reference including budgetary estimates and compliance with WHO guidelines.
- Maintain close liaison with national authorities and various technical and administrative units in SEARO to follow-up and expedite the implementation of the workplans.
- Obtain supplier data from contractual partners/implementing agencies for creation of new suppliers. Modifying and updating existing data, and submission of updated information in GSM, including Third Party Payment Authorizations wherever necessary.
- Participate in internal discussions, senior management team meetings and provide inputs on administrative and programme related areas.
- Prepare and/or Guide, supervise the secretarial support staff on programme, administrative areas; for compliance of WHO correspondence procedures including completed staff work.
- Supervise fellowships-related work, which includes coordination with fellows for submission of applications, placement action and follow up for submission of post-training reports.
- Review and processes study tour requests received from SEARO and other country offices.
- Provide administrative support for conducting meetings, finalizing venue, concluding necessary contracts with the hotel and the event manager, and timely action for travel arrangements for the officials nominated for various WHO-organized events.
- Prepare a wide variety of correspondence in conformity with the WHO Style Guide.
- Undertake tasks, as assigned, from time to time, for analytical inputs on information received from various sources including compilation of information available from WHO web pages.
- Any other duties assigned by the supervisor.
Required Qualifications :
Education:
Essential:
- Completion of secondary school education preferably supplemented by training in administrative matters and office practices and procedures.
Experience:
Essential:
- At least ten (10) years of progressive experience in secretarial / administrative work in an international Organization and preferably in a UN Organization
